[Excerpt] In the decade of World War I the militant wing of the Americanization movement tried to impose its solutions for national vigor and harmony upon welfare and safety programs designed to make industrial relations less exploitive and wasteful. Convinced that the teaching of English and civics was essential for the nation's welfare, militant Americanizers used the war in Europe to launch a campaign for disciplining the loyalties and languages of America's immigrant. Cooperation, as it exists today in labor management relations, lets much to be desired. Although there have been some formal cooperative plans put into practice, such plans are toe exception rather than the rule, This study is an empirical evaluation of cooperation as it is found within our present labor society.

Chapter I has for its intended purpose a brief explanation of the collective bargaining process. It is through collective bargaining that cooperation becomes institutional!zed. Agricultural income problems stem from forces operating in the national economy which affect both the supply of and demand for farm products, Since consumer demand for farm products is relatively unresponsive to changes in income, a rise in national and per capita income does not result in a similar increase in returns to the agricultural sector. The per capita demand for agricultural products decreases relative to other goods and services. Problems of depressed prices and incomes in agriculture are directly the result of a large supply of farm products. But a large supply of farm products is a function of the quantity of resources used in agriculture. Hence, knowledge of demand for and supply of resources is essential for policy and education directed toward solution of price and income problems of agriculture. The major objective of this study is to estimate demand and supply functions for one resource: labor. Bargaining power has long been a popular subject among farmers and farm organizations. Its popularity undoubtedly reflects farmers 1 continuing concern with their economic position relative to other sectors of the economy. Bargaining power is accepted as an important policy objective by major farm organizations who otherwise agree on few farm program proposals.

To explore bargaining power more fully, a series of staff seminars was sponsored by the Center for Agricultural and Economic Adjustment during the spring of 19 61. Papers presented at the seminars are contained in this publication.
