Management Whipsawing: The Staging Of Labor Competition Under Globalization, Ian Greer, Marco Hauptmeier

The authors examine management whipsawing practices in the European auto industry based on more than 200 interviews and a comparison of three automakers. They identify four distinct ways in which managers stage competition between plants to extract labor concessions: informal, hegemonic, coercive, and rule-based whipsawing. Practices at the three auto firms differed from one another and changed over time because of two factors: structural whipsawing capacity and management labor relations strategy. In the context of economic globalization, whipsawing is an effective means for managers to extract concessions, to loosen national institutional constraints, and to diffuse employment practices internationally.

In order to evaluate the preservation and accessibility of public sector collective bargaining documentation in the United States, the authors conducted a fifty-state survey of public sector CBA collections. The study generated relevant data in four key areas: the presence of such collections, the scope of existing collections with regard to covered employees, the depth of those collections when compared to historical collective bargaining in a given state, and the relationship between a perceived legal mandate for collection and the presence of such collections. This paper examines the importance of various facets of satisfaction with union representation in determining overall satisfaction with the union. Samples of union members from Iowa and Sweden are used in the analysis. Second, and perhaps more important, I take a position on how disability rights advocates should approach both the current contro-versy and labor-disability tensions more broadly. [Excerpt] As we look cross-nationally at labour movement revitalization, we see a complex process of change that varies depending on the socio-political/economic context. Although we observe a diverse set of union strategies and outcomes, we find that structural adjustment is a common element of revitalization efforts. The mere presence of restructuring does not, of course, assure positive results. In this chapter we define various forms of restructuring, outline factors that shape and promote restructuring, and discuss the likelihood that restructuring leads to union revitalization by using examples from our cross-country comparison.

The introduction of market mechanisms matters for industrial relations. In the German hospital sector, national liberalization policies have put immense pressure on local management and worker representatives and led to the growth of a low-wage sector. In case studies of eight hospitals, we find some locales where market making has led to union revitalization and mobilization, but this effect varies. Using an eight-way comparison, we infer a configuration of three aspects of the local political economy – labour markets, politics, and codetermination rules – that together provide a well fitting explanation for both variation and change.

Drawing on qualitative fieldwork in China’s Guangdong and Zhejiang Provinces, the author asks how post-socialist unions respond to worker unrest and why the development of sectoral-level bargaining has been uneven in different regions of China. While Zhejiang has had relative success in establishing the organizational infrastructure for sectoral bargaining, Guangdong has had little success despite ongoing attempts by unions. In these times national unions seem to be out of breath under the wave of globalization, on which multinational firms surf quite well. But this is a false perception nowadays, when global unions begin to appear everywhere discussing, orienting and bargaining with their counterparts. The essay reflects about several types of unions’ intervention in the global scenario: international coordination of a global counterpart; transnational solidarity; incorporation to a judicial solution; transnational collective bargaining; and transnational mediation and arbitration. All five types of activities become presented under a significant case, not always finished with a unions victory.

The first case describes the District 65 campaign to gain representation rights and contract protection for the clerical employees of Columbia University. Analysis of the role of structural change in labor movement revitalization is presented as part of a multicountry comparative project. There are two interrelated causal chains that explain successful union restructuring. First, there must be sufficient environmental pressure to overcome institutional inertia. Second, unions J need a clearly articulated vision that provides a basis for strategic decision making. Three viable motivations for restructuring are identified: aggressive, defensive, and strategic. The focus is primarily on the United States literature, although references to studies from Canada and the United Kingdom are also included.
