Staying Afloat in a dying Industry

The storied neighborhood of Sheepshead Bay, which sits on the southern tip of Brooklyn, is named after a fish that once inhabited the waters surrounding the town. Like the Sheepshead fish, the community's once booming fishing industry might soon be wiped out due to increasing regulations. Despite complaints from local fishermen, government agencies have taken their stand.

With inequality growing and competitive market forces on the march, can unions play a constructive role in solving the problems of capitalist economic development? Should they try? In this study of coalition building in Buffalo, New York we find that regular procedures of problem solving involving multiple coalition partners – what we call a high-road social infrastructure – have developed in the city. This report constitutes the first benchmarking survey of business and human resource practices among a nationally representative sample of workplaces in the broadly defined telecommunications industry that includes wireline, wireless, cable, and internet providers. It grows out of a multi-year study of organizational change in the industry, and is based on extensive field study, site visits, interviews, and surveys conducted by research teams at Cornell and Rutgers Universities. “This paper analyses effects of national or provincial exit examinations on education quality. On theoretical grounds, the paper argues that such examinations should increase high school achievement, particularly in examination subjects, and that teachers and students and parents and school administrators should focus more on academic achievement when making school-quality decisions. On the negative side, exit examinations may lead to a tendency to concentrate on learning facts, rather than understanding contexts.”

[Excerpt] This chapter examines the effects of improved signaling of student achievement in high school on the labor market success of recent high-school graduates. The chapter is organized into three sections. How High Performance Human Resource Practices And Workforce Unionization Affect Managerial Pay, Alexander Colvin, Rosemary Batt, Harry C. Katz

Using data from a nationally representative sample of telecommunications establishments, this study finds that HR practices and workforce unionization influence managerial pay levels and the ratio of manager-to-worker pay. High performance HR practices, including investment in the skills of the workforce, in computer-based technologies, and in performance-based worker pay practices, are all positively related to managerial pay; but the use of workforce teams, which shift some managerial responsibilities to workers, has the opposite association. [Excerpt] Using a large sample of establishments drawn from the Multi-City Study of Urban Inequality (MCSUI) employer survey, we study gender differences in promotion rates and in the wage gains attached to promotions. Several unique features of our data distinguish our analysis from the previous literature on this topic. First, we have information on the wage increases attached to promotions, and relatively few studies on gender differences have considered promotions and wage increases together. This paper examines why firms sometimes employ older workers, but tend to not hire new older workers for the same job. It focuses on one aspect of that phenomenon: the propensity for firms to fill jobs from the inside rather than hire someone new from the outside. Using a survey of establishments with information on a white collar job currently held by an older worker, the paper tests hypotheses on what types of jobs are likely to be filled from the outside. While economists and business leaders often speak in neutral, even hopeful, terms such as "restructuring," "downsizing," or "creative destruction," metaphors of defeat and subjugation are more appropriate for the workers who banked on good-paying industrial jobs for the livelihoods of their families and their communities."

[Excerpt] Before the school-to-work (STW) movement began improving communication between schools and employers in the past decade, high-school achievement counted little in hiring decisions, because recent graduates could not signal skills and discipline to employers. Most requests for high school transcripts went unanswered, and employers hired workers with demonstrated job skills, freezing most graduates out of the primary labor market. Final offer salary arbitration in major league baseball offers a unique institutional arrangement that creates a naturally occurring non-equivalent groups repeated measure research design. The structural arrangements allow for examination of anticipatory expectancy effects and for assessment of behavioral responses consistent with equity theory predictions. Additionally, equity theory can be tested without the methodological problems inherent in defining the referent other. Performance and mobility were examined for major league baseball position players who won and lost their arbitration hearings.
