[Excerpt] Society has limited resources and many competing uses for them. I therefore take it as being an almost obvious proposition that at any point in time policy makers should strive to maximize the social benefits produced by the available funds they have to spend. This proposition implies that evaluation research should be undertaken either by or for government agencies. Policy makers need to know what benefits are being produced by each social program and the resource costs involved. They need to know which aspects of which programs are working and which programs need to be replaced.

In 1965 Congress established the Social Security Student Benefit Program which provided benefits for children of deceased, disabled or retired workers, who were enrolled in college full—time and were not married, up until the semester they turned age 22. The program grew to be a major financial aid program; at its peak in FY 81 it represented about 20% of all federal outlays on student assistance for higher education. [Excerpt] In order to evaluate what the "optimal" level of UI benefits is, one must therefore first estimate the magnitude of the relationships between UI benefits levels and unemployed workers' durations of unemployment and post-unemployment wages. There have been several previous studies of the impact of UI benefits on duration of spells of unemployment, however none have been completely satisfactory methodologically. To our knowledge, there have been no previous studies of the system's impact on subsequent wage rates.
