[Excerpt] Many development agencies seek to channel economic assistance to those less-developed countries (LDCs) and activities that will help the poor to achieve a better life (this phraseology is from the U.S. Foreign Assistance Act as amended in 1975). Education is an important indicator of countries' performance. This chapter examines the suitability of alternative education indicators as guides for planning and evaluating countries' progress and commitment toward increasing the participation of the poor in development.

Adverse Selection And Incentives In An Early Retirement Program, Kenneth T. Whelan, Ronald G. Ehrenberg, Kevin F. Hallock, Ronald L. Seeber

We evaluate potential determinants of enrollment in an early retirement incentive program for non-tenure-track employees of a large university. Using administrative record on the eligible population of employees not covered by collective bargaining agreements, historical employee count and layoff data by budget units, and public information on unit budgets, we find dips in per-employee finance in a budget unit during the application year and higher recent per employee layoffs were associated with increased probabilities of eligible employee program enrollment. City parks and recreation departments are facing budget shortfalls and increasing expectations from customers. [Excerpt] In this chapter, I present a case study of a department at a large research university in which the use of non-tenured faculty increased dramatically over three decades. I begin by examining the historical sources of the expansion. I describe the arrangements that were implemented to resolve these problems. These arrangements exemplify many of the “best management practices” for non-tenure-track faculty mentioned earlier. Institutional Environments And Resource Dependence: Sources Of Administrative Structure In Institutions Of Higher Education, Pamela S. Tolbert

Two theoretical perspectives are combined to explain the pattern of administrative offices in public and private institutions of higher education. The first perspective, resource dependence, is used to show that the need to ensure a stable flow of resources from external sources of support partially determines administrative differentiation. The second perspective, institutionalization, emphasizes the common understandings and social definitions of organizational behavior and structure considered appropriate and nonproblematic and suggests conditions under which dependency will and will not predict the number of administrative offices that manage funding relations. Academic unions now represent 246,207 professors, a growth of 3,986 (1.65 percent) from that reported in last year’s NCSCBHEP's Directory of Faculty Contracts and Bargaining Agents in Institutions of Higher Education. We can now report 504 bargaining agents on 1,115 campuses throughout the United States. These increases can be attributed to three sources. Public sector campuses are substantially more likely to be unionized than private sector, with 55.7% of public and 16.8% of private reporting one or more non-faculty bargaining units. Identifying Training Challenges In Hospitality Industry: An Exploratory Approach , Valentini Kalargyrou, Robert H. Woods

The current study investigated the effects of job satisfaction and organizational commitment on organizational citizenship behavior and turnover intentions. The study also examined the effect of organizational citizenship behavior on turnover intentions. Frontline employees working in five-star hotels in North Cyprus were selected as a sample. The result of multiple regression analyses revealed that job satisfaction is positively related to organizational citizenship behavior and negatively related to turnover intentions. Affective organizational commitment was found to be positively related to organizational citizenship behavior.
