This paper examines the effect of different skill levels of emigration on a country’s labor market, from high skill brain drain to low skill emigration. By utilizing an IADB Brain Drain data set to measure emigration rates among those with low, medium, and high educational attainment in a country, the effect of brain drain vs. low skill emigration on productivity and unemployment is examined. These data span from 1980 to 2010 with measurements every five years for 195 World Bank countries. Fears of NAFTA in the United States were largely based on the belief that Mexicans and U.S. workers were substitutes: lowering barriers would allow competing products into the United States and investment outflows that would cause U.S. workers to lose their jobs to Mexico. The Gulf Cooperation Council (GCC) countries host at least 2.4 million foreign domestic workers, who are legally excluded from national labor laws and regulations, thus placing them in precarious social, legal, and economic conditions in the GCC labor markets. Latinoamérica ha sido una excepción a lo que, por lo demás, parece ser la tendencia prevalente en los Estados Unidos, Europa y Asia. Inequality has been rising across the world in recent decades. Latin America has been an exception to what otherwise seems to be the prevalent trend in the U.S., Europe and Asia. In the U.S. the rise in inequality since the 1970s has coincided with the rise in Mexican immigration. In Mexico, inequality has been declining since the mid-1990s, a period during which emigration to the U.S. first increased to historic highs and then declined steeply.

Mergers of competitors are conventionally challenged under the federal antitrust laws when they threaten to lessen competition in some product or service market in which the merging firms sell. Mergers can also injure competition in markets where the firms purchase. Although that principle is widely recognized, very few litigated cases have applied merger law to buyers. Re-Conceptualizing The Economic Incorporation Of Immigrants: A Comparison Of The Mexican And Vietnamese, Shannon Gleeson

Using data from the 2000 5 per cent Integrated Public Use Microdata Series, this article advocates three shifts in our theoretical and empirical approaches to understanding immigrant economic incorporation. First, through a comparison of Mexican and Vietnamese immigrants, these findings highlight the importance of an immigrant population’s relationship to the state for economic outcomes, and cautions against analyses that aggregate the foreign-born population. Advocates commonly highlight the exploitation that hard-working undocumented immigrants commonly suffer at the hands of employers, the important contribution they make to the US economy, and the fiscal folly of border militarization and enhanced immigration enforcement policies. In this paper, I unpack these economic rationales for expanding immigrant rights, and examine the nuanced ways in which advocates deploy this frame. To do so, I rely on statements issued by publicly present immigrant rights groups in six places: California, Florida, Illinois, New York, Texas, and Washington, DC. This paper challenges the inward looking perspective of recent immigration research by situating migration to the United States within a global and historical context. This macro-stratification perspective breaks out of the confines of national contexts to explore how international migration is shaped by global power divides. Labor Unions And Occupational Safety: Event-Study Analysis Using Union Elections, Ling Li, Shawn Rohlin, Perry Singleton

This study examines the dynamic relationship between union elections and occupational safety among manufacturing establishments. Data on union elections come from the National Labor Relations Board, and data on workplace inspections and accident case rates come from the Occupational Safety and Health Administration. The results indicate that union elections improved occupational safety. First, workplace inspections trended upwards before the election, then decreased immediately after the election, due almost entirely to employee complaints. Are Bonus Pools Driven By Their Incentive Effects? Evidence From Fluctuations In Gainsharing Incentives, Alan Benson, Sima Sajjadiani

Shared bonus pools, in which a worker’s bonus depends both on a worker’s share of the pool (which serves as the incentive) and on the size of the pool (which is largely outside of the worker’s control), are a common method for distributing bonus pay. Using variation in the size of the bonus pool generated by a manufacturing plant’s gainsharing plan, which varies incentives for quality and worker engagement, we evaluate the conditions under which incentives distributed from bonus pools have incentive effects. We evaluate the bias from endogenous job mobility in fixed-effects estimates of worker- and firm-specific earnings heterogeneity using longitudinally linked employer-employee data from the LEHD infrastructure file system of the U.S. Census Bureau. First, we propose two new residual diagnostic tests of the assumption that mobility is exogenous to unmodeled determinants of earnings. Both tests reject exogenous mobility. We relax the exogenous mobility assumptions by modeling the evolution of the matched data as an evolving bipartite graph using a Bayesian latent class framework. To Work More Or Less? The Impact Of Taxes And Life Satisfaction On The Motivation To Work In Continental And Eastern Europe, Orkhan Nadirov, Khatai Aliyev, Bruce Dehning

Using country-level data from 2000-2013, we test the relationship between life satisfaction (measured as how people evaluate their life as a whole rather than their current feelings) and the motivation to work (measured as aggregate hours of work). Our hypothesis is that even after controlling for average labor income tax rates in countries with high and low average hours worked, there is a significant negative association between the motivation to work and life satisfaction. This paper examines the potentiality of the Survey of Income and Program Participation (SIPP) for labor market analysis. We consider five areas of analysis: (1) labor force participation, employment, and unemployment; (2) labor market effects of income maintenance programs; (3) earnings; (4) work and retirement of the elderly; and (5) migration. We find that the SIPP is a potentially rich resource for labor market analysis, surpassing much of what is to be found in existing databases. We note some remaining problems and make recommendations for changes.
