Insuring Eggs In Baskets, Chad E. Hart, Dermot J. Hayes, Bruce A. Babcock Jul 2003

Insuring Eggs In Baskets, Chad E. Hart, Dermot J. Hayes, Bruce A. Babcock

CARD Working Papers

The vast majority of crop and revenue insurance policies sold in the United States are single-crop policies that insure against low yields or low revenues for each crop grown on a particular farm. This practice of insuring one crop at a time runs counter to the traditional risk management practice of diversifying across several enterprises to avoid putting all of ones eggs in a single basket. This paper examines the construction of whole-farm crop revenue insurance programs to include livestock. The whole-farm insurance product covers crop revenues from corn and soybeans and livestock revenues from hog production. The results show ...

The Rise In The Disability Rolls And The Decline In Unemployment, Mark Duggan, David H. Autor Feb 2003

The Rise In The Disability Rolls And The Decline In Unemployment, Mark Duggan, David H. Autor

Health Care Management Papers

Between 1984 and 2001, the share of nonelderly adults receiving Social Security Disability Insurance income (DI) rose by 60 percent to 5.3 million beneficiaries. Rapid program growth despite improving aggregate health appears to be explained by reduced screening stringency, declining demand for less skilled workers, and an unforeseen increase in the earnings replacement rate. We estimate that the sum of these forces doubled the labor force exit propensity of displaced high school dropouts after 1984, lowering measured U. S. unemployment by one-half a percentage point. Steady state calculations augur a further 40 percent increase in the rate of DI ...

Beware Of The Ides Of March: The Demise Of Hih Insurance, Bonnie Buchanan, Tom Arnold, Lance Nail Jan 2003

Beware Of The Ides Of March: The Demise Of Hih Insurance, Bonnie Buchanan, Tom Arnold, Lance Nail

Finance Faculty Publications

Despite differences in corporate governance systems in the United States and Australia, the corporate governance failures that led to each country’s largest bankruptcy are strikingly similar. WorldCom in the United States and HIH Insurance in Australia were both created by a rapid series of major acquisitions, failed after their last major acquisitions, and attempted to hide their declining performance with aggressive and/or fraudulent accounting practices. In this paper we present a clinical examination of the corporate governance failures that led to the demise of HIH Insurance and show that corporate governance failures are not endemic to the existing ...

The Challenge Of Preserving And Expanding Affordable Health Care In Maine, Wendy Wolf Jan 2003

The Challenge Of Preserving And Expanding Affordable Health Care In Maine, Wendy Wolf

Maine Policy Review

Maine’s health care system is in crisis. The state’s health care expenditures represent the third highest percentage of Gross Domestic Product in the nation; state health care spending is projected to top $11 billion per year, or $8,291 per person per year, over the next seven years; businesses in Maine pay 12-23% more for coverage than the national and New England state averages; and, the state’s uninsured and vulnerable populations continue to grow. In this article, Wendy Wolf charts the rising cost of health care in Maine and the implications of these costs for all Mainers ...

The Changing Nature Of Long-Term Care In Maine, Paul Saucier, Julie Fralich Jan 2003

The Changing Nature Of Long-Term Care In Maine, Paul Saucier, Julie Fralich

Maine Policy Review

The increase in the proportion of older adults, many with one or more chronic medical conditions, will increase the demand for long-term care. Paul Saucier and Julie Fralich discuss the socio-demographic factors affecting long-term care policy, and describe various state and federal options for providing and financing long-term care. They note that Maine’s long-term care system has so far been able to absorb considerable growth in people by serving increasing numbers in lower-cost settings. Cost sharing has been introduced, and tax policy has been changed to provide incentives for long-term care insurance. Policymakers must now consider whether the current ...

State senators Sharon Treat and Michael Brennan and co-author Ann Woloson provide an overview of the components, structure and financing of the program. They discuss some of the challenges and opportunities posed in Dirigo Health’s implementation, and give an insider’s perspective on the process by which the program was enacted.

Dirigo Health: A Small Business Perspective, Deborah Cook

Maine Policy Review

In her commentary Deborah Cook, executive director of the Maine Small Business Alliance, discusses Dirigo Health from the viewpoint of small businesses, whose employees and families, along with the self-employed, represent the largest proportion of uninsured in Maine’s population. She notes that rising costs of health care and insurance are a major threat to the viability of small businesses.

Message Deleted? Resolving Physician-Patient E-Mail Through Contract Law, Michael Mccann Jan 2003

Message Deleted? Resolving Physician-Patient E-Mail Through Contract Law, Michael Mccann

Law Faculty Scholarship

This article examines the impact of e-mail on the physician-patient relationship, and how contract law can resolve the uncertainties incumbent in this nascent form of communication. Significantly, courts have yet to indicate when the physician-patient relationship begins by e-mail, or to what extent e-mail affects the duties of the relationship. Instead of waiting for judicial guidance, physicians and patients can employ specialized contracts to clarify the role that e-mail plays in their relationship. As a result, more physicians and patients will regard e-mail correspondence as a valuable means of communication, and a tool for improving the quality of health care ...

The Economics Of Risk, Donald J. Meyer Jan 2003

The Economics Of Risk, Donald J. Meyer

Upjohn Press

This collection offers an economics-based overview of the various facets of risk. It contains six papers that examine a broad array of research relating to risk. Two papers examine risk management and its application to decision making as well as what researchers have learned over the past few decades in their theoretical investigations of risk. The remaining chapters examine how risk plays out in the particular markets in which it has a significant presence, including casino gambling enterprises, agricultural markets, auctions, and health insurance.
