Child welfare worker turnover is costly and can negatively affect the relationship between families and the child welfare agency. The Quality Improvement Center for Workforce Development (QIC-WD) aims to build the body of evidence in the child welfare field to better understand worker turnover and strategies to address it. The number of males enrolled in science, technology, engineering, and math (STEM) programs outnumber female counterparts (Wang & Degol, 2017). The disparity is even greater in persistence rates for STEM related fields (Glass, Sassler, Levitte & Michelmore, 2013). The purpose of this study is to explore the experiences of females enrolled in traditionally male-dominated programs of study, specifically in the areas of STEM in community and junior colleges, to determine factors that influence persistence.

Despite a renewed emphasis on ethics programs across the Department of Defense (DOD) since 2007, the number of senior officer ethical failures increased by 13% from 2015 to 2017 (Copp, 2017). If the trend of ethical failures and misconduct continue, the military faces a further decline in public confidence (DoDOIG, 2017). The 2017 DOD Inspector General report noted the trend of senior leader ethical failures might foster negative public perceptions regarding military leader’s overall dedication, sacrifice, ethics, and character (DoDOIG, 2017).

Two of the largest challenges public organizations face in motivating their workforces are the aging workforce and the strong union influence (Lavigna, 2014). On June 27, 2018, the United States Supreme Court ruled in Janus vs. AFSCME to abolish agency fees, and gave public service employees in bargaining units the right to choose whether they want to pay union dues or pay no fees at all.

The participants in the study gave accounts of their personal experiences, and the overall team experiences, following a team member’s return to work. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. Commercial airports are publicly-owned transportation infrastructure, usually funded with bonds. The bond rating decision for these entities thus has important ramifications for bond investors, issuers, airport managers, and even the communities the airports serve, but the rating decision process is not well understood. This paper discusses a simulation of the rating process in two decision environments, including a downgrade. The effect of information framing in an environment of incomplete data is examined using amateur evaluators. Amateur evaluators were utilized to understand how people with limited financial analysis skills would respond when presented with incomplete information and a primed scenario. The …

The Virginia Department of Social Services (VDSS) and the 18 local departments of social services (LDSS) identified the lack of technological supports to help child welfare workers complete the administrative tasks of their job as a cause of turnover. The Virginia site rolled out the first part of their intervention (transcription services) in 2018 and is now preparing to roll out a mobile application in late fall 2019. This one-page summary describes COMPASS, Virginia’s mobile app designed to make it easier for workers to manage the administrative aspects of their job.

Cognitive Prompts Fail To Moderate The Impact Of Stereotype Threat On Older Adults’ Training Performance, Thomas M. Cavanagh, Kurt Kraiger, Janet Peters

Using a sample of 131 adults aged 55 to 70 years, researchers employed a 2 x 2 between-subject design to investigate whether cognitive prompts would counteract the negative effect of stereotype threat on older adults’ training outcomes. As hypothesized, stereotype threat negatively affected training outcomes. Contrary to expectations, cognitive prompts also negatively affected training outcomes, worsening the negative impact of stereotype threat. Results are discussed within the framework of cognitive load theory.

Public child welfare agencies continually struggle with how to address issues of staff recruitment and retention. Furthermore, very little evidence exists regarding what works to attract, select, and retain talented staff. Much of what agencies do to address workforce issues is never formally evaluated and successes are not published widely. There is growing evidence to suggest that child welfare workers are experiencing high levels of secondary traumatic stress (STS) as a result of exposure to traumatized clients in crisis (e.g., Barbee, et al, 2018). The Quality Improvement Center on Workforce Development (QIC-WD) surveyed 1,113 front line child welfare workers in 13 jurisdictions between November, 2017 and March, 2018 using the Bride (2007) Secondary Traumatic Stress Scale as part of a comprehensive workforce needs assessment. Despite efforts to improve the designs and benefits of workplace wellness programs (WWPs), there are two major problems preventing employers from optimizing the human capital of their employees: (a) many WWPs are limited and do not include an exercise component, which increases the potential for chronic health conditions; and (b) more than 50% of employees are reluctant to participate in WWPs due to the common barriers of time, convenience, and location. The field of human resource development has twin obligations to promote the performance of organizations and the satisfaction and welfare of all workers. Nevertheless, agriculture appears to be an understudied industry in the field, despite this obligation and the potential for suffering experienced by workers performing crop work. This case study sought to understand the process through which a single agricultural operation fosters optimal conditions for workers engaged in labor-intensive crop production. This study found employees experienced better treatment compared to other agricultural operations, and that conditions were rich in both intrinsic and extrinsic factors.
