The research objective was to provide a preliminary understanding of how USAF computer users perceive the ethical considerations of computer networks and how the USAF is addressing ethical issues of networked environments. A survey was undertaken to explore questions of ethics in the use of information networks. The literature review explored issues of ethics in the private sector and USAF guidance regarding use of official government resources. The sample population consisted of military members stationed at Wright-Patterson Air Force Base Ohio. The responses regarding certain attitudes about behaviors and actions in a networked environment were consistent overall. A significant difference …

Franchisor Environmental Liability For Previously Contaminated Property, Patrick J. Kaufmann, William S. Vincent

Environmental legislation has created potential liability for retailing franchisees that purchase previously contaminated land. Faced with a decision to distance itself from the site selection process or incur the added costs and potential pricing impacts of greater involvement in the process, franchisors have strong incentives to reduce franchisee support. This reduction in support has detrimental implications for both franchise policy and environmental policy. A paper reports the results of an empirical study that links franchisors' concerns about potential environmental liability to actions to distance themselves from the site selection process or, alternatively, formally to require franchisee environmental investigation of all …

The purpose of this project was to design and develop a model business ethics curriculum for high school students at Changhua Provincial Commercial High School in Changhua, Taiwan, (R.O.C.). To accomplish this purpose, current research and literature related to recent developments in business ethics curriculum and instruction was reviewed. Additionally, related information from selected schools with business ethics programs was obtained and analyzed.

Punitive Damages After Bmw V. Gore (1996), Fred W. Morgan, Karl Boedecker

Economics, Law, and International Business

The U.S. Supreme Court handed down its decision in BMW v. Gore (1996) in May. This decision triggered another round of discussions regarding restraints on punitive damages as a part of the overall reform of the U.S. tort system. Here, the authors review the BMW decision and its immediate predecessors to illustrate the essential public policy issues that are associated with proposed limits on punitive damages.

The conflict between liberal legal theory and critical legal studies (CLS) is often framed as a matter of whether there is a theory of justice that the law should embody which all rational people could or must accept. This Article focuses on a subset of private/public partnerships - those that involve relationships between the public sector and charitable organizations, specifically "government created charitable organizations" (GCCOs). For example, the first President Bush, known as the "Education President," championed the creation of the New American Schools Development Corporation (NASDC) as the cornerstone of his education policy. Designed as an independent charitable organization, the NASDC's proposed budget relied on private corporate contributions. In this way, the federal government could assert that it would fund its new educational program without increasing the federal bureaucracy, raising taxes, or cutting other budget items. To …

This paper recognises and takes as given there is a recurring cycle of regulatory failure, regulatory reform. It also accepts the arguments of a small number of authors that there are flaws within the regulatory mechanism which contribute to the perpetuation of the regulatory failure, regulatory reform cycle. However, this paper argues that these flaws are but a symptom of more deeply seated problems. The regulatory framework is weak in very fundamental and strategic areas including the nature of legislation and accounting standards, enforcement and overall administration. Recent decades have witnessed an increase in the number and quality of discussions concerning the corporation’s obligations to other groups other than its share owners. Possibly the most frequent way framing such discussions is in terms of stakeholders. Hence stakeholder theory has become a central issue in the literature on business ethics / business and society.
