Known as the fog of war, uncertainty has been prevalent in the conduct of military operations throughout human history. Intelligence collection efforts are tasked to reduce this uncertainty through the collection of information. Utilizing Shannon's entropy as a measure of the expected information gain due to an intelligence collection effort, a methodology is developed to prioritize and allocate intelligence assets in an efficient manner. Incorporated in this methodology are target priority and the requirement to reassess dynamic targets. The application area for the methodology is Effects-Based Operations. The ability of Colonels, Generals, and Chiefs to effectively manage their personal knowledge may lead to better decisions; however, the Air Force does not have an understanding of how these high performance leaders manage their personal knowledge. This research used a multiple-case study methodology to explore how USAF leaders manage their personal knowledge when making routine and novel decisions. Viewing personal knowledge management as it related to sociotechnical theory provided the basis to determine how the need to accomplish the tasks associated with personal knowledge management impacted the people, technology, organizational structure, and the tasks associated with managing personal knowledge. …

In coordination with USCENTCOM, USTRANSCOM, and the DLA, AMC implements the pure pallet program to improve warfighter support. The cornerstone of the pure pallet program rests upon the consolidation of materiel early in the supply-chain by constructing end-user specific pallets. This research utilized a web-based survey to measure the perceptions of the air transportation specialists and logistics readiness officers who are implementing the program on behalf of the Air Force. The results indicate that the pure pallet program is achieving its intended results; however, there is a perception problem. The primary purpose of the research was to evaluate whether there was a significant difference in housing values of those affected by the noise of USAF aircraft. The secondary purpose was to evaluate whether there was a significant difference in housing values located near USAF bases with and without aircraft noise and to evaluate whether type of aircraft changed the results created by the aircraft noise. This research effort found that homes located within the 65 dB DNL contour of US Air Force installations showed a significant negative impact due to the presence of aircraft noise when studied with the …

Sector-talk is one of the stable features of discussions of nonprofit organizations today. However, little progress has yet been made in defining or measuring the allegedly different social relations which characterize the sectors. This paper proposes an approach to operational definition of the sectors, grounded in use of chemical modeling software to modify the lowly organization chart. The organizational modeling language proposed here addresses four dimensions: dominance, exchange, intimacy and mutuality.

Logit models are used to predict financial literacy using the 2003 ANZ Survey of Adult Financial Literacy in Australia. Financial literacy is defined in terms of mathematical ability and the understanding of financial terms. Factors examined include gender, age, ethnicity, occupation, education, income, savings and debt. Financial literacy is found to be highest for persons aged between 50 and 60 years, professionals, business and farm owners, and university/college graduates. Literacy is lowest for the unemployed, females, and those from a non-English speaking background with a low level of education.

This paper employs annual time series data (1960-2003) and the ZA (Zivot and Andrews, 1992) and the LP (Lumsdaine and Papell, 1997) approaches to determine endogenously the more likely time of major structural breaks in various macroeconomic variables of the Iranian economy. We have considered the presence of one and two unknown structural breaks in the data. The results obtained from these two approaches are consistent in that the time of one structural break in eight out of the ten variables examined in the paper is the same. The critical review undertaken in this paper pinpoints some of the major deficiencies and the strength of the earlier macroeconometric models (MEMs) constructed for Iran as a major oil exporting country. In constructing a new MEM, the flaws of past MEMs should be rectified and their strengths need to be retained. Most of the equations in these models are directly and indirectly affected by oil and gas exports and/or value added in the oil sector. As is the case with most small open economies, changes in Australia’s export prices are an important source of national macroeconomic disturbance largely out of its control given its choice of export bundle. This paper distinguishes the extent to which export price variation consists of global versus country-specific changes for the set of 14 OECD countries investigated. We find that sharp changes in global export prices are evidently becoming more important for many of the countries in the OECD sample over the last 25 years as compared with the previous 25 year period. The Distribution Of Research Performance Across Australian Universities, 1992-2003, And Its Implications For Higher Education Funding Models, Simon Ville, A. Valadkhani, M. O'Brien

We contribute to the debate on research performance by comparing the distribution of research inputs and outputs across Australian universities during 1992-2003. We have calculated annual Gini coefficients for various performance measures and Lorenz curves for the final year of the study. Various findings are evident. Research-input measures have remained relatively unevenly distributed across universities. Output measures were more evenly distributed and this exhibited a gradual and rather consistent decline through time, supporting the view that the research output is being generated gradually more equally across Australia’s universities. Excluding the “Group of Eight” (Go8) universities, results in a more even …

Knowledge management (KM) has been receiving ever increasing attention from researchers and practitioners, especially over the last 5 years. Consequently, some researchers and practitioners now believe that KM should be its own discipline and have established KM-specific journals in an effort to further this idea. Many of these journal founders believe that KM has emerged as a mixture of many disciplines and have written the goal of being interdisciplinary into their charters. The main objective of this research was to investigative the contribution of Latino immigrant business owners (or entrepreneurs) in East Boston. Twelve Latino business owners in East Boston were interviewed and supplementary interviews with public officials and other key informants served to further document the contribution of Latino entrepreneurs. The main finding of the report is that Latino business owners have made, and continue, to make extremely important contributions to East Boston’s economy and neighborhoods.
