Colorado has seen significant declines in the amount of state funding per student over the past two decades, resulting in increases in student burdens for tuition. Policy discourse analysis through a poststructural and neoliberal lens provided insight towards the legislative process and the discursive themes utilized by Colorado policymakers during the 2021-22 legislative budgeting cycle. There were 20 expert panelists who committed to participate in the study and 15 panelists completed the four rounds of the study after attrition. The proposed model segments colleges and universities based on like attributes and describes the groups according to their differentiating features.

Research Method – Data from several rankings publications was collected and simplified for analysis.
