Collusive Bidding: Lessons From The Fcc Spectrum Auctions, Peter Cramton, Jesse Schwartz

The Federal Communications Commission (FCC) spectrum auctions use a simultaneous ascending auction design. Bidders bid on numerous communication licenses simultaneously, with bidding remaining open on all licenses until no bidder is willing to bid higher on any license. With full revelation of bidding information, simultaneous open bidding allows bidders to send messages to their rivals, telling them on which licenses to bid and which to avoid. These strategies can help bidders coordinate a division of the licenses, and enforce the proposed division by directed punishments. Document processing is a critical element of office automation. Through document classification, extraction and filing, documents are automatically placed into a knowledge base according to certain rules. Document retrieval is a process to get a document back according to a user's requirements and to show the results to the user. Hence, a good user-interface and an efficient retrieval algorithm become core parts of document retrieval.

Utility Analysis For Multiple Selection Devices And Multiple Outcomes, Michael C. Sturman

Traditional utility analysis only calculates the value of a given selection procedure over random selection. This assumption is not only an inaccurate representation of staffing policy but also leads to overestimates of a device’s value. This paper presents a more accurate method for computing the validity of a selection battery for when there are multiple selection devices and multiple criteria. Application of the method is illustrated using previous utility analysis work and an actual case of administrative assistants with eight predictors and nine criteria. The paper presents a model of location behavior of a multi-period finite-life utility maximizing individual who consumes leisure, purchased goods, and local amenities and is retired in the final period of life and empirical evidence from a hazard rate analysis using micro-data on return migration for ^erto Rican bom males who worked in the United States during the 1980s. This paper focuses on a radical change, in which organizations abandon an institutionalized template for arranging their core activities, that is likely to occur in organizational fields that have strong, local market forces and strong but heterogeneous institutional forces. We examine the role of market forces and heterogeneous institutional elements in promoting divergent change in core activities among all U.S. rural hospitals from 1984 to 1991. This research investigated how the use of a spatial decision support system (SDSS)—a type of geographic information system (GIS)—influenced the accuracy and efficiency of different types of problem solvers (i.e.. professionals versus students) completing problems of varied complexity. The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements.
