A Feasibility Study Of A Private Entity Competing With Fbos For Airline Ground Handling Contracts, Carlos A. Vergas

This thesis investigates whether a private entity can compete with fixed base operators (FBOs) for airline ground handling contracts. Separating the research method into five phases, the author first conducts a need analysis. Then, the author dissects the structure of existing ground handling contracts. Thirdly, the average service charges presently in place are tabulated. Fourthly, a financial analysis is performed including the calculation of the break-even point at a profit. Finally, a model of ground handling operation is simulated using an existing air carrier’s ground handling contract.

In 1990, the Department of Defense purchased medical materiel from the Defense Logistics Agency totaling approximately 1 billion dollars. Congress has directed the Department of Defense to examine civilian health-care practices to reduce the costs. Just-in-Time inventory management is one of those practices. This study provides a preliminary view of the level of familiarity enlisted information managers have of changing roles, responsibilities, and initiatives within the Information Management career field. Using a three-phase investigative methodology that combined e-mail, interviews, and mail surveys, the authors addressed the changing roles and responsibilities of enlisted information managers and their familiarity with these changes. This study found that although individuals agree that the role is changing and expanding, many are performing the traditional administrative taskings. The lower ranks still perceive themselves as clerks, whereas senior enlisted members consider themselves managers. Although the career field name changed to …

This study analyzed the process currently endemic to the activity of producing written TDY orders. Business Process Improvement BPI methodology using IDEF ICAM Integrated Computer Aided Manufacturing Definition and Activity Based Costing methods were used for this study. The objectives of the written TDY order activity were determined as identifying the travelers and verifying authenticity of the travel requirement and subsequent entitlements. Processing the TDY information, generating the TDY order, and processing the TDY order showed activities that add no value or limited value for either the traveler or the government. This thesis investigated whether a difference in data display, modes or a difference in data trends affected mid-level Air Force managers trend impressions, risk assessments. and loan decisions. By presenting data in four different modes, and by three data trends, a 4 x 3 factorial design experiment was prepared 180 subjects were tested, 15 in each of the twelve treatment cells. Each subject viewed three graphs or tables and made a decision based on the trend observed, their assessment of the trend, and a decision table. This study demonstrated two approaches to improve current software support effort estimation models for aircraft software. Both approaches involved a functional orientation not used by existing models. The first approach demonstrated how to orient a model to reflect the block change cycle modification process and how to represent support effort changes over time in order to improve effort estimation accuracy. Current software models do not reflect the support environment or the temporal characteristics of aircraft software support. The second approach demonstrated how to calibrate a model by properly selecting source data in order to increase accuracy. Support calibration is not …

The purpose of this research was to develop a version of a genetic algorithm (GA ) which would provide near optimal solutions for Vehicle Routing Problems (VRP) with both time and weight constraints. The genetic algorithm used for the experimentation was adapted from a GA which had been developed by James Bean at the University of Michigan to solve machine scheduling problems. The VRP data sets used in this research were obtained from the literature. This research consists of a formative evaluation designed to identify the steps necessary to revitalize a formerly successful Total Quality Management (TQM) process at a U.S. Navy engineering and logistics support organization. The research also developed a methodology to account for the fact that the investigator is a well-informed insider who served as one of the principle change agents for the TQM implementation.

Retention has become a major issue facing all organizations, including the United States Air Force. Much effort has been expended trying to understand the reasons why employees voluntarily quit their jobs. In 1990 Barry Gerhart, of Cornell University, proposed a turnover model which included tenure, unemployment rates and cognitive ability as factors which influence the turnover decision. The purpose of this thesis was to validate Gerhart's model using turnover data from a sample set of 329 enlisted Air Force members up for reenlistment in 1984. Materialism has been called the most significant macro development in modern consumer behavior. Despite its importance, research about the construct is rather new. Two scales have been developed to measure materialism, one proposed by Belk, the other by Richins and Dawson.

The purpose of this dissertation is threefold. First, it extends the materialism research program by investigating the relationship between materialism and one's self concept. Hypotheses which drive the research posit that people who are more materialistic have lower self-esteem, are less likely to be self-actualized, are extrinsically rather than intrinsically motivated, and are likely to be high self-monitors. The purpose of the study was to examine how a shift in elements of organizational culture impacted attitudes toward job satisfaction in a medium-sized, consumer-owned electric utility over a period of 13 years. The unit of analysis was a municipal utility distributing electrical energy to approximately 27,000 customers. Data collection included the Science Research Associate Employee Inventory, a review of the organization's documents, and a subjective Job Satisfaction Questionnaire. A one-tailed z-test was performed to test whether or not the proportion of employees answering favorable in one survey was greater than the proportion answering favorable in the other survey. It …

The research question for this study asked if the Job Specifications Inventory (JSI) had acceptable internal reliability and an ability to differentiate among occupational groups. The JSI was designed to have subject matter experts rate the importance of skill, content, context, relationship and work focus requirements of jobs or occupations. The JSI used a taxonomy of 268 behavioral elements derived from the content analyses of satisfying achievements reported by a large, diverse clientele. A clinical-type behavioral consistency method was used to extract performance dimensions from clients' achievements to build the taxonomy.
