The Perceived Role Of High-Level Black Urban Managers In Virginia, Karen Ann Johnson
Theses and Dissertations in Urban Services - Urban Management
Focusing on sixteen cities in Virginia, the researcher studied the perceived managerial and career roles that high level black urban managers play in local government. From June to August 1991, black managers in the study completed self-assessments in the following areas: (1) socio-demographics, (2) perceived managerial and career role, (3) behaviors associated with managerial activism, pursuing the needs of the black community and career development, and (4) characteristics of their work environment. Based on their responses, the managers were assigned to role groups. Differences among the groups were noted. The entrepreneurs reported a higher degree of organizational support, role norm …

Analyzing Performance Skewness In Public Agencies: The Case Of Urban Mass Transit, Herman L. Boschken

Previous studies of public organizational performance have focused mostly on operating efficiency, without dealing with the complex accountability problems associated with plural public interests. The fact that an agency exhibits multiple and often paradoxical performances has not been of comparable concern. This failure to account for performance in a multiple-constituencies context has led to a narrow view of how well agencies do. To broaden the research on agency performance, a multiple-constituencies model is introduced and tested for statistically significant variances. The findings confirm the model's robustness in structuring a dependent variable for empirical research on why agencies perform toward different …

Service Centers: The Neglected Role Of The Town, Roger A. Lohmann

The dichotomy of urban and rural areas does not fit the circumstances of contemporary social life in the United States. Although needy populations redistributed across the social landscape, almost no social service agencies serving rural populations are, or ever have been, located in either urban (city) or rural (countryside) areas. Social agencies serving rural populations are nearly always located in towns. The town is a unique and distinctive rural social, economic and political institution. An adequate approach to conceptualizing rural social work must begin with recognition of one of the fundamental insights of contemporary urban theory: the regional character of …

The Supreme Court As Risk Manager: An Analysis Of Skinner, Todd F. Volyn, James F. Mogan, Lisa M. White
RISK: Health, Safety & Environment (1990-2002)
Examining a recent case in which the U.S. Supreme Court approved the collection of blood and urine samples from railroad employees, the authors conclude that, in attempting to improve railroad safety, both majority and minority opinions reflected undue emphasis on technical issues and inadequate attention to the intangible social values underlying traditional Constitutional rights to privacy.

The author has researched the development of the U.S. ecotourism market from 1980-1989 in order to obtain data on the growth of this market segment.
