Taxpayers' opinions of municipal government often focus on the property tax. Taxpayers are stingy, and they are critical as to whether their money is purchasing competent services. For citizens to have faith that government is democratic, taxes must be equitable — everyone must pay their fair share. For government to function efficiently, tax administration must be efficient in order to support city services.

This paper reviews the important factors affecting the current status of debt finance and debt management by the City of Boston, including the City's significant credit problems and the financing implications. While significant challenges to Boston's finance and debt management have recently been met in part through a combination of fiscal austerity measures and altered operating and financing approaches, there are important new debt financing challenges facing Boston in 1984 and beyond.

"This article analyzes the interaction between public school desegregation and labor relations in Los Angeles, Dade County, and Boston. First enumerating the ways in which desegregation led to specific changes in either personnel policies or collective bargaining agreements in the three school systems, then providing an evaluation of the performance of the court’s regulatory intervention within labor management relations in the three school systems. After comparing regulatory performance, the factors that influence the observed variations in performance are assessed. Public and private investment to enhance agricultural output and revenue can be classified as either supply- or demand-oriented. Supply- oriented investments have concentrated on research to improve agricultural productivity. Demand-oriented investments, on the other hand, have attempted to shift the demand schedules for agricultural cooEJodities through promotional activities, thereby enhancing price and stimulating output. While researchers have long debated the sociological implications, economic impacts, and returns to supply-oriented investments (see, for example, (_^) i C4), (2), Cl), (12)» and (13)3,1' less concern has been directed at the farm-level impact and returns to demand-oriented investments.

The purpose of this study was to determine if participation in an experiential based instructional program for exploring vocations in emerging and new technologies would enable academically able high school juniors and seniors to attain increased maturity of attitudes and competency in career decision-making skills as measured by the Career Maturity Inventory. A total of 64 students participated in the study. Participants came from a pool of 132 junior and senior high school students identified as having a grade point average that placed them in the top thirty percent of their class. The production and marketing of baskets in the Mammoth Cave area of Kentucky from 1880 to the present is observed in light of the cultural, technical, aesthetic, ad traditional aspects involved. The process of making a white oak ribbed basket is documented, as well as the technical and aesthetic variables from which the basket maker renders his product. The changing role of social organization and communication in the production and marketing of a traditional craft objects is also considered.

The purpose of this research project was twofold. First, to determine which, if any, information items, normally known about short duration out-of-house management training programs (seminars, workshops, etc.) prior to attendance, are indicative of educational merit. Second, to utilize this knowledge of educational merit indicators to test for a difference between the educational merit of out-of-house management training programs provided by (a) academic and (b) nonacademic instructional sources.

The current decline in land values reverses an upward trend of nearly forty years. A number of factors make interpretation of the 1982 Iowa Land Value Survey difficult. A supplementary survey was taken, in part, to study the following topics: 1. Examine the impact of financing terms on current nominal land values. 2. Obtain subjective estimates of market volume by financing method, land quality and location. 3. Examine the relationship between land values reported on the regular survey and the nominal values estimated for cash and contract sales. A. The finances of the City of Boston have been variously affected throughout its long history by regional and national economic cycles, by legal constraints and changes in the state-local tax system and by inter-municipal resource and expenditure disparities.

In more recent years, however, a series of tremors converged to propel Boston's seemingly chronic fiscal problem to the crisis stage. The complexities of accounting for the effects of changing prices on financial statements could be lessened with the use of simpler accounting methods. Because of existing complexities, even industrialized countries require only their larger business entities to provide inflation-adjusted information. Such information is prepared by making numerous adjustments to the traditional, historical cost-based data. For example, in the United Kingdom, inflation-adjusted income is calculated in two stages: operating profit and profit attributable to shareholders. "This study analyzes the relationship among plant-level measures of industrial relations performance, economic performance, and quality-of-working-life programs. The analysis employs pooled time-series and cross-section data from 18 plants within a division of General Motors for the years 1970-79. The empirical results show strong associations between industrial relations and economic performance measures and limited support for the hypothesis that quality-of-working-life efforts improve both kinds of performance."

Legal and administrative determinations of employers' compliance with "equal employment opportunity" (EEO) requirements often hinge on the Issue of the availability of protected class members to employers. That is, courts and affirmative action review agencies compare the hire rates of protected class members (the ratio of the number of protected class members hired to the number who applied or who were potentially available) to the comparable ratio for other applicants, in assessing whether an employer's hiring policies meet the standards required of them by equal opportunity regulations.
