Consumption sales taxes are regressive in terms of annual income, but the shortcomings of annual data motivate analysis of tax incidence over a longer time interval. Two widely read public finance textbooks contain mistakes regarding the^effect of different lifetime consumption profiles on consumption sales tax proportionality. This paper concludes that consumption sales taxes would be proportional in lifetime terms if all individuals eventually consumed their entire lifetime incomes. However, monetary gifts and bequests escape the tax and make horizontal inequities and lifetime non-proportionality likely. Risk has always been an important dimension of the agricultural sector, and considerable effort has been expended to incorporate risk dimensions in decision models for the farm firm. With the dramatic fluctuations in commodity prices of the 1970's, the Midwest farmer has been confronted with increasing risk, particularly if cattle feeding has been a part of his farm organization. Fluctuations in feed costs, feeder cattle and fed cattle prices have resulted in wide variations in profit per head. [Excerpt] We conclude that, in terms of its impact on the bargaining process, final-offer arbitration has had a mixed record in Massachusetts. On the one hand, the law must probably be given some credit for preventing police and firefighter strikes; in addition, the rate of arbitration usage was remarkably low compared to experience in other states. On the other hand, the law probably led to more impasses in police and fire bargaining (although the experience in the commonwealth was still favorable compared to other states) and reduced the effectiveness of the mediation stage of the impasse procedures. [Excerpt] John Dunlop has presented what are certainly some of the most provocative remarks to appear in a scholarly journal in the labor field in many years. We find much to agree with in his remarks; however, we also find many areas where we feel he condemns research because of his overly optimistic expectations about its ability to contribute to the policy process, and other areas where he appears to be unaware that research in labor economics has already contributed fairly directly to policy decisions.

This study presents the Northeast Regional Model (NEREGON) for northeast Thailand. It is the first in a series of regional models to be constructed and applied for Thailand. For the Northeast, the model is of the "first generation" and further model work will continue. Also, a larger demographic and economic data base is being built up in the region to facilitate improved models and analytical work.

Viewing organizations as political entities is not a recent phenomenon. March (7) suggested that organizations are political coalitions in which decisions are made and goals are set by bargaining processes.
