Internationally, Internet gambling is increasingly permitted under regulated licensing conditions; however, the specific products that are legal varies between jurisdictions. Online sports and race wagering are now legal in many jurisdictions, but in-play betting (also referred to as "live action" or "in-the-run" betting) is often restricted. In-play betting enables bets to be placed on an event after it has commenced. Prohibitionist policies often cite the potential for this type of betting to increase risk of gambling problems. Australian internet gambling policies have been refined and prohibitions on illegal gambling sites clarified in recent years. These offshore sites not only pose potential harm to consumers in the form of fraudulent and deceptive dealings, but also have long-term consequences through reducing the tax dollars generated by the licensed market. Our research takes a closer look at why gamblers use offshore sites, and the implications of this for policymaking.

Recognizing the growing threat of organized crime, then U.S. Attorney General Robert F. Kennedy sought to get the “bankrollers and kingpins” by introducing the Federal Wire Act in 1961, which sought to target the mob’s most profitable racket—bookkeeping on horseracing and sports gambling by prohibiting such gambling on the nation’s communication system at the time (telephone and telegraph). More than 30 years later members of Congress sought to use the Wire Act to stop the rise of casino-style gambling on the Internet. Learning From Las Vegas: Gambling, Technology, Capitalism, And Addiction, David T. Courtwright

Gambling has always led to addictive behavior in some individuals. However, the number and types of addicted gamblers have changed over time and in response to specific gambling environments. Recent work by historians, journalists, and anthropologists, reviewed in this paper, suggests that the situation worsened during the modern era, and that it has become worse still during the last half century. Technological, organizational, and marketing innovations have “weaponized” gambling, increasing both the likelihood that people will gamble and that they will gamble compulsively—a phenomenon with parallels to several other consumer products, including processed food, digitized games, and psychoactive drugs.

The exploratory study should be useful to lawmakers and business leaders in shaping Nevada’s future. A structural model is proposed and empirically examined that investigates the influence of an online casino's atmospheric cues on consumer behavioral response. A stimulus-organism-response (S-O-R) model, often used to frame other servicescape research, is adapted as the basis of the theory that the online casino environment will influence the organismic effects of cognitive and affective states, which in turn influence gamblers' approach or avoidance behavioral intentions. Analyzed elements of the online gambling site stimulus include high and low task-relevant cues, financial trust, and gambling value. Internet Casino-Style Gambling: Is It Legal In Nevada?, Marc G. Warren

The State of Nevada, to retain its position as pace setter in U.S. casino gaming regulation, took important legislative steps to prepare for online gambling. When these legal efforts were discouraged or blocked by the U. S. Department of Justice a new direction emerged. This article traces the shift from implementing online gambling across state lines to intrastate gaming within Nevada with hand-held devices in auxiliary areas of a casino complex beyond the casino floor. Regulatory issues are raised and prospects for inaugurating interactive gaming are discussed.

Recently, there has been increased pressure on the U.S. Congress to act against Internet gambling. While it may be tempting for terrestrial casinos to watch idly as the federal government moves to eliminate a potential competitor, those in the business of gaming must be leery of any federal efforts to halt gambling online. In the final analysis, the same arguments to restrict consumer choice in cyberspace can be easily used against gambling in real casinos-a compelling reason for terrestrial gaming operators to forcefully oppose any federal restrictions on Americans' rights to gamble.

The Effect Of Online Gaming On Commercial Casino Revenue, Kahlil S. Philander

This study estimates the effect of the online gaming industry on the commercial casino gaming industry. The findings from this study suggest that during the pre-UIGEA period, online gaming was a moderate substitute good for brick and mortar gaming in the U.S. During this early period in the online gaming market, which was characterized by loose regulation and relatively easy access, online gaming revenue is estimated to have cannibalized commercial casino revenue at a rate of 27 to 30 cents on the dollar. Over time, the US sports gaming industry has progressed dramatically beyond what the US anti-gaming law drafters envisioned. The result is a system of mostly antiquated laws controlling modern industry causing confusion across the board. This discussion, therefore, intends to shed light on the US sports gaming legal framework, including analysis of the preeminent US laws that regulate the sports gaming industry and a brief review of various sports gaming businesses that fall within the US legal rubric.
