In July 1988, Harrison Price Company completed an analysis of the feasibility of developing a world class oceanarium in Fukuoka, Kyushu, Japan. The findings were strongly positive and it was concluded that operating profits would support an order of magnitude investment of $300 million, which in turn, would be sufficient to construct the finest marine life park in the world.
