This paper examines the main source of inflationary pressures, and established the source of destabilization of the exchange and interest rates as the Budget deficit which has been increasing at an unsustainable pace since 1990. It also ascertain that stabilizing the economy will require a significant and sustained budget surplus with no additional domestic bank borrowing. It states that economy stabilization will also require a liberalization of foreign exchange and credit markets.

This article summarizes and analyzes the views of select leaders in business, labor, banking, the government, and academia with regard to the constraints, obstacles, and recommendations to achieve economic growth in Massachusetts. The role of the state government in addressing these issues receives special attention. Access to capital and technical assistance had been regarded by many as the key constraint, particularly during the recession of the early 1990s. The author analyzes inconvenient government systems, bottlenecks, and bureaucracy as throttling the flow of capital to small-business entrepreneurs. In 1990, Public Law 101-510 created the independent, five-year Defense Base Realignment and Closure Commission BRAC. This law provided for the Commission to meet in 1991, 1993, and 1995. The 1993 Commission recommended transfer of the Defense Electronic Supply Center DESC, a Defense Logistics Agency inventory control point, to Columbus, Ohio. This action resulted in an Air Force decision to close Gentile AFS, Kettering, Ohio. A case study of the closure and initial redevelopment of Gentile AFS was undertaken to construct a framework to be used by future redevelopment policy makers affected by a defense base closure. In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts. The authors develop a measure of public information flow to financial markets and use it to document the patterns of information arrival, with an emphasis on the intraday flows. The measure is the number of news releases by Reuter's News Service per unit of time. The authors find that public information arrival is nonconstant, displaying seasonalities and distinct intraday patterns. Next they relate their measure of public information to aggregate measures of intraday market activity. The purpose of the paper is to outline the profile of Africa's debt burden since the early 1980s. The paper reviews the economic performance of African countries, trends in their external debt stock and structure as well as their debt burden measured by the conventional debt ratios. It also undertakes a review of the causes of increased debt burden of African countries. The study appreciates the strategic role of paper on socio-economic activities and is concerned with the downward trend in the supply of paper to the market. The net flow of foreign private investment into the Nigerian economy in 1992 witnessed a substantial increase over the preceding year's level of 141,808.0 million to t48,264.2 million. The phenomenal jump was attributable to the renewed confidence in the economy by foreign investors. Gains from the current economy restructuring of the economy and the movement towards democratic government during the year were believed to be taking firm hold. I believe that high external debt service requirements act as a restraint on economic growth and aggravate macroeconomic and microeconomic imbalances within an economy. Large future repayments act as a tax on investment, both foreign and domestic, encourage capital flight, and decrease savings. Inflation increases due to currency devaluations that result from the promotion of export goods and services in international markets to repay the debt and uncertainty in the domestic financial markets. Austerity measures, designed to correct fiscal problems, decrease public expenditures and private consumption. The final result is a lack of economic growth and a decline in the …

Wage Bargaining With Time-Varying Threats, Peter Cramton, Joseph Tracy

We study wage bargaining in which the union is uncertain about the firm's willingness to pay and threat payoffs vary over time. Strike payoffs change over time as replacement workers are hired, as strikers find temporary jobs, and as inventories or strike funds run out. We find that bargaining outcomes are substantially altered if threat payoffs vary. If dispute costs increase in the long-run, then dispute durations are longer, settlement rates are lower, and wages decline more slowly during the short-run (and may even increase). The settlement wage is largely determined from the long-run threat, rather than the short-run threat.

We present a bargaining model of union contract negotiations, in which the union decides between two threats: the union can strike or continue to work under the expired contract. The model makes predictions about the level of dispute activity and the form the disputes take. Strike incidence increases as the strike threat becomes more attractive, because of low unemployment or a real wage drop during the prior contract. We test these predictions by estimating logistic models of dispute incidence and dispute composition for U.S. labor contract negotiations from 1970 to 1989.
