The DoD has budgeted over $9.8 billion for 1995 for information technology, yet many government office workers let their existing systems sit idle. This thesis explores why these computers are sitting idle. This researcher's initial hypothesis was that certain features of the human-computer interface can positively or negatively affect efficiency, retention, and satisfaction level of workers. Although some research is being done in this area, interfaces continue to be of poor quality, especially in the DoD, where long procurement cycles, forced purchases, and limited budgets result in out-of-date software. We present ROMAN, a comprehensive, generic manpower rostering toolkit that successfully handles a wide spectrum of work policies found in service organizations. Various experiments have been conducted over the past ten years using several different types of group decision support systems (GDSSs). Many previous GDSS designs have had success in these experiments with brainstorming but have been limited in providing judgment and choice support. The thesis examines the semiconductor industry, specifically focusing on microprocessor manufacturers for the personal computer market. The current technology in the industry, CISC microprocessors, have reached a price/performance limit. The industry is turning to RISC microprocessors for improved speed at lower costs. Intel, the current industry leader, is being challenged by AMD and Cyrix, who manufacture clones of Intel¹s microprocessors.
