One of the biggest considerations for an Aerospace Expeditionary Force (AEF), in terms of cost and airlift requirement, is the use of aircraft spares kits to support combat operations. To date, these kits are built on the assumption that there would be no resupply for the first 30 days of a contingency. However, with more efficient transportation and information resources available today, it seems logical that resupply would occur much more quickly. Lean Logistics was developed in response to budget cuts, force reductions, and a new political world order. The primary objective of Lean Logistics is to minimize the total system wide costs of the Air Force organization. Currently, the Air Force is seeking to cut costs by reducing inventories, improving repair processes, and employing faster transportation where possible. The purpose of this thesis is to determine if the Air Mobility Express (AMX) current sizing plan is capable of supporting the retrograde assets generated during the sustainment portion of a war. One of the proposals of Lean Logistics is the relocation of many inventory assets to Intermediate Supply Points (ISPs). This research investigates the effect of consolidating Two Level Maintenance designated reparable asset inventories. The effects of interest are the potential reduction in aggregate inventory requirement and resulting savings and the effect of delayed issue of the assets on mission capability. The metric selected to measure the effect on mission capability for this study is the Not Mission Capable-Supply (NMCS) rate. The purpose of this research was to provide insight into configuration management at the Royal Australian Air Force's Headquarters Logistics Command (HQLC) by determining whether current configuration management practices have any impact on HQLC's ability to meet its mission of providing logistics support. The research begins with a review of RAAF configuration management policy and procedures as applicable to in-service systems or technical equipment. A case study is used to investigate problems associated with inadequate configuration management being experienced by one HQLC engineering section, and to identify subsequent effects on engineering logistics capability.
