In 2009 UMass Amherst, under the direction of Chancellor Robert Holub, engaged in a Framework for Excellence initiative and a commitment to elevate the national profile of the institution. The Framework for Excellence called for the recruitment of 250 additional faculty and an increase of 2,500 undergraduate students over the next 10 years. More space and improved, state-of-the-arts facilities was recognized as key in attracting and retaining the highest caliber faculty and students.

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. A Refined Basket Of Goods Approach For Comparing Construction Costs Between Countries, Rick Best

Most comparisons of construction industry performance require that construction costs be converted to a common base. Existing mechanisms for such conversions produce unreliable results. A proposed method for producing industry-specific conversion factors was tested using a single building type. A basket of materials and labour was identified and weighted to reflect the cost share of each item in a completed project. Prices for the basket were gathered in three cities and simple construction specific conversion indices were calculated based on the construction purchasing power of each currency. The costs of obtaining and maintaining ISO certification are high. Moreover, studies have shown mixed results on the benefits of the certification. Consequently, the objective of this research was to verify whether or not companies do value maintaining the ISO 9000 certification.

The empirical study was conducted on 41 U.S. companies that were first certified in 2000. The companies formed an existing database as they were used by Dr. Arbuckle in 2004 in his doctoral dissertation. Of the 41 companies, 12 were found to be out of business, leaving a final sample size of 29. Data were gathered from this …

Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The current economic recession has slowed development pressures across the region and offers an opportunity to build on recent successes. The time is right to plan a coordinated New England conservation strategy that protects and links the region‘s natural assets. …

Planning

The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project.
