Today’s “stop and frisk” practices stem from centuries of legal control of Africans in America. Colonial laws were drafted specifically to control Africans, enslaved and free. Slave catchers culled the woods in search of those Africans who dared escape. After slavery ended, “Black Codes” or criminal laws were enacted to ensnare African Americans, including the sinister convict-lease system that existed well into the twentieth century. The U.S. Supreme Court ruled to extend police authority to stop and frisk during the Civil Rights Movement.

The purpose of this dissertation was to identify and understand the dimensions of leadership of those African Americans, who are effective as the chief executive officer (CEO) of a municipal law enforcement agency, and thereby to educate and inform both those aspiring to be police chiefs and those presently serving as police chiefs, particularly African Americans. Four content areas were examined to gain a better understanding of the research question: (1) Police executive leadership literature; (2) African American leadership; (3) The trait theory of leadership; (4) emotional intelligence. This essay will use the views of two African American newspaper columnists, E. Belfield Spriggins of the Louisiana Weekly and Dave Peyton of the Chicago Defender, to argue that though New Orleans and Chicago both occupied a primary place in the history of jazz, in many ways jazz was initially met with ambivalence and suspicion. The struggle between the desire to highlight black achievement in music and the effort to adhere to tenets of middle class respectability play out in their columns. Letter, 22 March 1866, to a newspaper editor from Captain William Schenck, encamped near Bowling Green, Kentucky with the 119th Regiment, U.S. Colored Infantry. He denies the editor’s claim that an outbreak of smallpox in the town was attributable to “careless Negro soldiers” and describes the measures taken to control the disease among his troops.

Stigma And The Acceptability Of Depression Treatments Among African American Clergy, Connie Gardner

Doctoral Dissertations and Projects

The purpose of this cross sectional study was to investigate stigma associated with depression treatments and to approximate its association with treatment acceptability among African American Clergy. There were 109 African American clergy who completed three measures: treatment specific stigma instrument, treatment acceptability instrument, and a demographic questionnaire, anonymously. Three hypotheses were tested using descriptive statistics, Mantel-Haenszel common odds ratio estimate, Pearson correlation coefficient, and ordinal logistic regression. Statistical analysis revealed stigma did increase with the expansion of the social circle; Christian mental health counseling had the highest acceptability rate among clergy not pastoral or lay counseling and there was …

This thesis examines labor organizing in the U.S. South, specifically the Piedmont and eastern regions of North Carolina in the mid-twentieth century. It aims to uncover an often overlooked local history of civil rights labor organizing which challenged the southern status quo before America's 'mainstream' civil rights era of the 1950s and 1960s. This study argues that through labor organizing, African American tobacco workers challenged the class, gender, and race hierarchy of North Carolina's very profitable tobacco industry during the first half of the twentieth century. Historically Black Colleges and Universities (HBCUs) have a list of outstanding accomplishments that span over a century; however, this segment of higher education continues to be underfunded and remains in a position of justifying its existence in a postracial America. The issues facing HBCUs are significant. Race-based legislation has created a dual system of American higher education that adversely affects these minority serving institutions, impacting the quality of education they dispense and producing potentially negative effects on vulnerable and under-served collegians. Supreme Court Justice Thomas’s opinion in the U.S. v. Fordice (1992) case opposed the creation of HBCUs as “enclaves …
