This research seeks to analyze and understand the approach and treatment of victims of sexual assaults stories and accounts using case studies of the Holocaust and the Rwandan genocide. Research was conducted by collecting and reading first-hand accounts of survivors and their experiences of sexual assault, then analyzing the historical response following the events. The two case studies are synthesized and compared in this project to understand which attributes of political and social policy effected the reception of stories of victims and witnesses of rape and assault. The Rwandan Genocide represents a glaring failure of the global community to provide humanitarian protection to targets of ethnic violence and slaughter. The complete indifference displayed by the United Nations provided extremist Hutu leaders with an environment for killing without a threat of foreign intervention. Calls by the leader of the United Nations Assistance Mission for Rwanda (UNAMIR), Roméo Dallaire to reinforce the mission both before and during the slaughter fell upon deaf ears as UN leaders attempted to justify their inaction. Agency, Identity, And Authority In Rwanda: 1950s Political Rhetoric As A Bridge To Post-Colonial Genocide, Amanda E. Rollinson

During the Rwandan genocide, Hutu targeted Tutsi and allies. Interpreting this complex event requires examining the late 1950s. Analyzing Tutsi and Hutu in central Rwanda in 1957 improves understanding of political and social context preceding the genocide. This study rejects that the genocide occurred as an inevitable event. Instead, it layers domestic actors with international groups: the White Fathers missionaries; the United Nations; Belgium; and the United States. Analyzing each group and synthesizing their interactions elevates Rwanda’s history from the falsehood of ancient adversaries to a complex, modern narrative. Martin Shipway, renowned author of Decolonization and Its Impact and professor of twentieth-century French Studies stated that:
"[...]it took only about twenty years for most of the formal structures and institutions of colonialism [...]to be swept away.[The] often violent and intermittently intense period of crisis[...] [explains] an international phenomenon as complex as decolonization[...] ."

Re-Framing The Slaughter: Remembering The Rwandan Genocide, Jordan C. Broutman

This project looks at both official and silenced discourse pertaining to Rwandan genocide remembrance. I look specifically at discourse at museums, memorials, memoir, and film. I argue that the Rwandan state exists in the midst of a political conflict that has produced dual memories of victimization. While the genocidal violence inflicted on Tutsi should be commemorated as uniquely cruel and inhumane, many Hutu experienced similar acts of genocide in the 1972 Burundian genocide and in eastern Congo at the hands of the Rwandan Patriotic Front.
