Although István Bibó’s (1911–1979) reputation in Hungary is based on his political and historical essays, he has written much on economic and social issues as well. As an anti-speculative thinker, he formulated his views each time in the context of actual economic and social problems. Starting from the critique of modernity and a sort of elitism in the 30’s, his interest turned toward the serious deformations of Hungarian social structure, especially the situation of the agrarian population. Engendering Accountability: Gender Crimes Under International Criminal Law, Richard J. Goldstone, Estelle A. Dehon

Gender crimes, such as rape, sexual assault, sexual slavery, and forced prostitution, have always been perpetrated during war, yet the laws of war have been slow to acknowledge these crimes and to bring their perpetrators to justice. This article examines the response of the International Criminal Tribunals for the Former Yugoslavia and Rwanda to this lacuna in international law, and analyzes the mainly positive developments they have made in this area in relation to the definition of rape and to the prosecution of gender crimes as crimes against humanity, war crimes, grave breaches of the Geneva Conventions, and genocide. The Political Personality Of Zimbabwean President Robert Mugabe, Aubrey Immelman, Adam Beatty

This paper presents the results of an indirect assessment of the personality of Zimbabwe’s President Robert Mugabe, from the conceptual perspective of Theodore Millon.

Psychodiagnostically relevant information regarding President Mugabe was extracted from biographical sources and media reports and synthesized into a personality profile using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals.

The developing world is witnessing a growing (some may say disturbing) trend towards “de-secularization” of national governments. This trend has been understudied and misunderstood over the past decade. Government experts and scholars alike too often view this trend through the lens of “threat” analysis and in so doing miss key cultural, historical, and political factors at work. This study attempts to redress this problem. By looking at political legitimacy and the role religious organizations such as the Catholic Church may play, a new understanding of how religious institutions can shape and mold governments and policies emerges.

The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. Introduction: This study examines citizenship, registration, and voting patterns of Latinos during the 2000 presidential elections.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: The participation rates among potential Hispanic voters who were citizens of the U.S. 18 years of age and older were the lowest of any of the major racial/ethnic groups in the nation during the 2000 presidential elections as well as …

This study documents the long and sordid history of corruption--both perceived and corroborated--in the West Virginia political process. The researcher explores the considerable amounts of money spent by wealthy individuals for election or re-election. It documents the effect of high-cost elections, an effect which in many instances has spawned criminal activity. The author relates ostensibly ceaseless measures of corruption at the executive, legislative, and judicial levels. The findings indicate the existence of problems in West Virginia politics since the State's inception in 1863, including vote buying, vote rigging, undue geographical barriers, and lawlessness leading to numerous declarations of martial law. …

This Article contends that the current debate over gay civil rights is, at base, a dispute over the nature of same-sex desire. Pro-gay forces advocate an ethnic or identity model of homosexuality based on the conviction that sexual orientation is an immutable, unchosen, and benign characteristic. The assertion that, in essence, gays are "born that way," has produced a gay political narrative that rests on claims of shared identity (i.e., homosexuals are a blameless minority) and arguments of equivalence (i.e., as a blameless minority, homosexuals deserve equal treatment and protection against discrimination).
