This dissertation examines the history of the evolution of United States international education policy from 1900 to 2024, employing document analysis methodology to explore key themes that have shaped its trajectory. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. Since 2000, the conflict between the state and Mapuche has periodically drawn wider public attention as well as public demands for change. In this thesis, I look to examine how the Chilean state has reacted to the demands of the Mapuche since 2000. Mapuche activists have protested violently and peacefully against state policy that has left many rural Mapuche impoverished and landless. This thesis, in particular, will focus on three countries, the United States, Germany, and Britain. Cartels are typically defined through the lens of monopolized business activity that can deal with anything from petroleum and steel to pharmaceuticals, and take actions to restrict output and raise prices to eliminate their competition. Second Lieutenant Charles Scheffel, B Company Platoon Leader, 39^th Infantry Regiment, 9^th Infantry Division modified existing methods of venereal disease control in Algeria, North Africa during Operation Torch after being ordered to reduce the venereal disease rate by his regimental commander, Colonel William Ritter. Tasked with defeating the Germans first, Scheffel learned other enemies lurked as well, and he instituted an illegal policy to solve the problem as fast and as effectively as possible. This work investigates the American-Indian policy between 1790 and 1810 through the vehicle of the American government, focusing on the 'white, sincere, religious-minded men who believed intensely in both American expansion and positive relations with the Indians.' While Indian reaction comprises an important piece of the native-white cultural encounter in the West, this study questions if scholars have the ability to address this problem in more than a very general way. American interests in Southeast Asia have received ample scholarly attention in the wake of the Vietnam War. Much of this material seeks to understand how policies in the first post-war years led to American military involvement in Vietnam. A sizable body of work is also devoted to U.S. policy in Indonesia in its first years of independence. But very few of these studies trace American interests in the region before 1940.
