This will be a regular feature in Parameters that will discuss critical military and security issues related to China, the Chinese Communist Party (CCP), and the People’s Liberation Army (PLA). It will also highlight the Center’s research agenda and key activities. Up The Social Ladder: How Chinese Merchants Excelled Under The New Values Of Ming-Qing China, James B. Townsend
Armstrong Undergraduate Journal of History
Ming China was a socially volatile period of Chinese history. Social distinctions were blurred as the merchant class rose to power to challenge old Confucian ideals in a commerce-based society. This paper examines what paved the road for the merchant class to rise, and how the non-elite empowerment shifted China's attitudes towards consumption and commerce.

The Strategic Importance Of Taiwan To The United States And Its Allies: Part Two – Policy Since The Start Of The Russia-Ukraine War, Luke P. Bellocchi
The US Army War College Quarterly: Parameters
Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Over centuries scores of sinologists have sought to define the essence of China. Philip Ball addresses and goes well beyond the materialist paradigm of Karl Wittfogel’s hydraulic thesis, which described the role of water management in China as stimulating state development. In his theory, government emerged as the central institution to manage transportation, flood control and irrigation. Ball also sees water management as critical in Chinese civilization and injects his description with spiritual and moral content, drawing on poetry, art, biography and extensive reference to historical events. Beginning in the 1980s, a trend of traditional studies known as “guo xue,” (国学) meaning national studies, proliferated in the wake of socioeconomic changes in China. In particular, it encompassed the revival of Confucianism, giving rise to related activity such as the establishment of “national studies institutes” (国学院) and “Han study centers”. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Throughout the course of history, the ancient Chinese notion of the Mandate of Heaven has played a fundamental role in guiding China’s foreign relations. The Mandate of Heaven is based upon the idea that the ruler of China has the authority to reign from Heaven. However, the Mandate of Heaven could be revoked if the Chinese leader did not adhere to strict moral guidelines, as evidenced by the fall of numerous dynasties throughout China's history.
