This thesis provides the history of a grass-roots educational campaign to educate the public of the dangers of venereal disease undertaken by reformers within the Oregon Social Hygiene Society. It recounts the forces which caused prominent citizens of the state to take up the hygiene society's cause and bring the organization to national prominence for state-wide educational work. The thesis considers the inherent tensions between purity and sanitary-based reformers within the hygiene movement. Theoretical literature on the politics of land use is so limited that original research into the problem was required. The drafting and enactment of Senate Bill 100 by the Fifty-seventh Session of the Oregon Legislature provided the basis for researching my premise of need equals want. The aim of my study was to try to bring forth the basic aspects and characteristics of the Siletz Reservation as it was in the nineteenth century. Concentration was placed on the life activities and concerns of a typical resident, while at the same time extremes in behavior and actions were also noted. Thus an entire spectrum of human life was recreated. Government policies and events and changes of the time were noted as to how they affected the life at the reservation.
