Research into the background of the Second Amendment is hampered by its relationship to the current highly emotional debate over gun control. Many otherwise useful secondary sources either ignore the issue completely or give accounts which reflect the controversies of the twentieth century rather than those of the eighteenth. On March 23 - 26, 1898, Populists, Democrats, and Silver Republicans of Oregon held their state conventions in Portland and agreed upon a common platform and a common state ticket for the elections of June 6, 1898. This thesis is a survey of the available material on the submarine issue during 1914-1917 as a factor in German-American relations which contributed to the American declaration of war in April 1917.
