When I first went to the Soviet Union (in all my ignorance), I was amazed that everyone in Moscow lived in what I called "housing projects." The Russians called them "houses" (doma), but they weren't houses as I understood them at all. They were huge, multi-story, cookie-cutter apartment blocks, one standing right next to the other for miles. "Why?" I asked myself. Lawrence A. Peskin's Manufacturing Revolution makes two important contributions to our understanding of early American industrialization. First, Peskin demonstrates that mercantilist ideas about economics persisted and continued to influence public policy well into the nineteenth century. Second, he makes the bold claim that the rhetoric of manufacturing preceded and paved the way for the subsequent Industrial Revolution. In essence, Americans underwent a manufacturing revolution in their minds well before things changed on the ground.

With Critical Americans, Leslie Butler has written a remarkable work that recovers a lost generation of American intellectuals. Tracing the intellectual friendship among George William Curtis, Thomas Wentworth Higginson, James Russell Lowell, and Charles Eliot Nor ton from the 1840S through the beginning of the twentieth century, Butler makes a compelling case that we need to rethink the tradition of genteel liberalism. This review provides an opportunity to look back on the work of Garrett Ward Sheldon, who teaches political science at the University of Virginia's College at Wise. Sheldon has written books on the political philosophies of Thomas Jefferson and James Madison, and now, with C. William Hill, Jr,. on John Taylor of Caroline. Taken together, Sheldon's three books make two major claims. First, they all argue that classical republican ideas were invoked as means to sustain a liberal society, and therefore there is no theoretical tension between republicanism and liberalism.
