Israel recently launched a spate of attacks on UNRWA, the UN Agency serving Palestinian refugees, which could herald another attempt to shut the Agency down. At the same time, UNRWA faces serious external and internal challenges that, given the history of Western attempts to use it to resettle Palestinian refugees, could result in shifts in the Agency’s mission and mandate, as happened briefly in the post-Oslo period. The article argues that the absence of Palestinian political leadership and institutions following al-Nakba in 1948, led the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to take on an exaggerated role that mirrored those of a welfare government-in-exile. The Agency created the matrix that organized daily life in refugee camps, a process facilitated by its Palestinian and refugee employees.1 Local staff holds a paradoxical position: (i) as Palestinians who share with their beneficiaries a collective history, and (ii) as UNRWA employees who exercise less power and authority compared to international staff. This article examines the education strategy of the Sahrawi Arab Democratic Republic (SADR), the state-in-exile with partial sovereignty on “borrowed territory” in Algeria. The article, which opens with a historical glance at the conflict, argues that SADR’s education program not only succeeded in fostering self-reliance by developing skilled human resources, but was forward looking, using education as a vehicle to instill “new traditions of citizenship” and a new imagined national community, in preparation for future repatriation. Refugee Camps In The Palestinian And Sahrawi National Liberation Movements: A Comparative Perspective, Randa Farah

Drawing on ethnographic field research, this analysis compares the evolution of refugee camps as incubators of political organization and repositories of collective memory for Palestinian refugees in Jordan and Sahrawi refugees of the Western Sahara. While recognizing the significant differences between the historical and geopolitical contexts of the two groups and their national movements (the PLO and Polisario, respectively), the author examines the Palestinian and Sahrawi projects of national consciousness formation and institution-building, concluding that Palestinian camps are “mapped” in relation to the past, while political organization in Sahrawi camps evidences a forward-looking vision.

The Oslo agreements proposed a two-state solution for the Palestinian-Israeli conflict: a Palestinian state on the West Bank and Gaza existing alongside Israel. However, the refugees’ right of return and claims to land and property expropriated by Israel during the 1948 were removed from the equation, although they represent the core issues in the conflict. Based on the territorial divisions that preceded the 1967 war, or the ‘green line’, the agreements implicitly rendered the 1948 war and its consequences for the majority of the Palestinian population a non-negotiable historical reality.
