[Excerpt] This chapter argues that although economic integration between the United States and Mexico had been taking place for some time, it was the formal recognition of this process as represented by the discussions surrounding the North American Free Trade Agreement that facilitated transnational political action by non-state actors. [Excerpt] This introductory chapter addresses three topics. The first section examines the historical origins of Mexico's postrevolutionary authoritarian regime, focusing on the principal institutional and coalitional legacies of regime formation in the aftermath of the 1910-1920 Mexican Revolution. It also addresses briefly the relationship between authoritarian rule and import-substituting industrialization from the 1940s through the 1970s, as well as the challenges posed by economic crisis in the 1980s. [Excerpt] This essay examines the continuing struggle of rank-and-file teachers to democratize the SNTE, a union of between 800,000 and one million members linked to the PRI. In particular, the essay analyzes the dissident movement's strategy of organizing to hold and win elections in union locals, and assesses the advantages and limitations of this strategy over a ten-year period (1979-1989). What were the implications of organizing within an official union for the movement's internal organization, demands, strategies, and ability to achieve its goals?
