A military correspondence from A.M. Allister clarifies Paymaster General's Office Memorandum 44 (47?) instructing payment for troops "free on or before April 1861". Additionally provides clarification for troops those who enlisted under the President's call for 300,000 volunteers of October 17, 1863 (typo in correspondence dates as October 17, 1865). Includes handwritten copy of memorandum [signed B.W. Brice, Paymaster General] for reference. Dated September 23, 1865 includes correspondence and Military Memorandum.
