This thesis examines the German civil-military relationship and the challenges the country is facing amidst modernizing reforms to the German armed forces. Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The market rent is increasing and the state budget faces deep cuts to services. …

Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

My research focuses on Russia's foreign policy interests and actions in the context of the post-soviet space and its relations with western nations and organizations. I used three case studies: the Nagorno-Karabakh Conflict, the Russo- Georgian War, and the Crimean Crisis. The Russian government has pursued intervention in these areas for various reasons. The most prominent of these reasons are ethnicity, religion, irredentism, great power politics, and economics. The Armenian-Azerbaijani conflict centers on the Eastern Orthodox Armenian enclave in the Nagorno-Karabakh region of Azerbaijan, a nation otherwise consisting of a majority of Turkic Sunni Muslims. The study theorizes that a nation-state can manifest a condition similar to that of personality commonly associated with humans. Through the identification of consistent behaviors, a personality like condition is recognizable, and the underlining motivations dictate national policy independent of any current social/political influence. The research examines Russia during two historical periods examining the conflict events and social/political transitions of the period, to identify common behavioral characteristics, which indicate the existence of any independent personality like trait.

Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. This dissertation, using an American Political Development framework, seeks to uncover the variety of ways in which Congressional decision-making over territorial policy has shifted. The Mediating Role Of Payout In The Relationship Between Private Foundations And Grantee Organizations' Financial Health, Angie Kim

Although private foundations are assumed to be beneficial, their impact on grantee organizations is not well understood. This quantitative research explored how private, nonoperating foundations influence grantees' financial capacity to pursue their missions. Principal-agent theory was applied to rationalize foundations' social good purpose, along with subsidy theory of public charities' need for capital accumulation, thus comprising a unique framework for identifying pathways of relationships amongst influencer variables of foundations' operating characteristics; the outcome of grantees' months of unrestricted, liquid net assets (MULNA); and the mediator of foundations' payout rate.
