Perceptions Of Poverty: The Evolution Of German Attitudes Towards Social Welfare From 1830 To World War I, Rebekah O'Zell Mcmillan

Today's Western European countries have the world's most extensive government Social welfare systems, beginning with Germany as the forerunner. Prior to the eventual 20th century German welfare state, Germany was not devoid of distributing aid to combat the effects of poverty. Religious and public benevolent institutions, several centuries earlier, managed local poverty, resulting in an interesting relationship between the German citizens and these charities. The willingness of these institutions to address the poverty issue opened the door for the 20th century German welfare state to emerge.
This study examines the evolution of the attitudes towards poverty in nineteenth century Germany. …

The breaking of moral and ethical codes has been with humankind since history was first recorded. As such, the public wants to know that their elected officials are held accountable and cannot disregard enshrined legal rights without incurring broader personal and societal consequences. Within the hallowed halls of government, the "unrequested" House Committee on Ethics (HCE) provides the forum of accountability.
In this qualitative, historical case study, HCE documents are analyzed and both the internal and external motivating factors behind the actions of the HCE members are examined. Computer assisted qualitative data analysis software, namely ATLAS.ti, was used to look …

This dissertation looks at democracy in Lebanon, a country that has a pluralistic society with many societal cleavages. The subject of this study is the consolidation of democracy in Lebanon, described by Arend Lijphart as a "consociational democracy". The research question and sub-question posed are:

The terrorist attacks of September 11, 2001, initiated a strategic shift in American national security policy. For the United States, terrorism was no longer a distant phenomenon visited upon faraway regions; it had come to America with stark brutality.1 Consequently, the administration of President George W. This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. The problem of nuclear waste disposal has existed since the time of the Manhattan Project in World War II. Although there exist a number of technological hurdles, the main cause that has consistently plagued a solution to nuclear waste has been the politics behind it. This thesis attempts to add to the political literature behind nuclear waste disposal by examining the nuclear waste disposal preferences of members of the United States House and Senate. By examining Governor Alfred E. Smith's use of gubernatorial investigations sanctioned by law under the under the Moreland Act, this work details his efforts to transform New York State government from a chaotic system of boards, bureaus, commissions, and departments to a streamlined cabinet-style executive branch dominated by a strong governor. Hindered by a state constitution which severely limited gubernatorial power, Smith utilized one of the few tools open to governors to draw attention to, and then change, state government: executive investigation. The amending of the Volstead Act and repeal of national prohibition did not answer the "liquor question" but passed the issue to the states. This thesis examines New York's reaction to the change in national alcohol policy and the states decision to legalize and regulate the beverage with the establishment of the New York State Liquor Authority. It traces the activities of Jean Sheppard who led the state division of the Women's Organization for National Prohibition Reform (WONPR) and became one of the key architects of New York's modern alcohol control system. History has lessons for the present; could this be the case for modern counterinsurgency operations in countries resembling Iraq and Afghanistan? This research set out to study three historical counter-insurgencies campaigns in, Malaya (1947-1960), Kenya (1952- 1960) and Rhodesia (1964-1980), with a view to establishing whether or not the Colonial authorities had a substantial advantage over modern forces when combating insurgencies. If this was the case, are these advantages transferable to aid forces involved in modern counterinsurgencies?
