This article attempts to answer two main questions: “What does it mean to teach political science in an African university when oneself is African?” and “what social realities are we documenting (or should we document)?” As a political scientist, I came to ask myself these questions based on my encounter with the genocide of the Tutsi in Rwanda, and based on the questions that this major event had kindled in me. This article – the first of two – elaborates and endorses the understanding of civilization as advanced by R. G. Collingwood. Particular attention is given to two of his most neglected works, The New Leviathan and "What 'Civilization' Means." The New Leviathan in particular was written in the context of the rise of fascism and the prosecution of World War II. To support the war effort, Collingwood reconceptualized notions of civilization and linked it to a rationality of self-determination. In this article, the relations between various colleges (with special attention to Michigan State University) and the United States Government are explored in relation to America’s effort in nation building in South Vietnam in the late 1950s. During America’s efforts in Vietnam more reliance was put upon collegiate institutions to help negotiate foreign policy. One of the major issues regarding South Vietnam was technical assistance, and how we should implement assistance into the third world. This paper attempts to formulate the best comprehensive strategy for achieving equal rights under the law for gays and lesbians. One of the main ways this paper attempts to formulate such a strategy is by looking at the tactics that allowed previous movements, such as abolitionism and the Civil Rights Movement, to succeed. This paper considers which of the tactics of these movements should be adopted by gay rights activists. Some tactics, such as civil disobedience, are determined to be useful for gay rights activists. Over the last decade the US Government has worked tirelessly to combat terrorists, insurgents, and those who intend harm to the US, its interests, and its allies and their interests. The US Military and the US Intelligence Community have used many tactics as part of a more complex strategy for waging a worldwide war against al-Qaeda, other terrorist organizations, and their base of support. Consolidating Democracy Or Stopping At Polyarchy? An Evaluation Of The Chamorro Administration In Nicaragua (1990-1997), Roland D. Mckay

The period from 1990 to 1997, the tenure of the Chamorro administration, presents a salient and unique case study in Latin American ‘democratic consolidation’, although as we shall see, this concept is problematic when applied to Nicaragua. It is difficult to evaluate objectively the performance of the decade‐long tenure of the FSLN, since the government had civil war thrust upon it even as Sandinista tanks rolled into Managua’s Plaza Central in 1979. The process of democratic consolidation in Nicaragua began long before the 1990 election, however. The purpose of this paper, then, is to evaluate the Chamorro administration in terms …

The Iran-Contra Affair was an infamous soap opera that pushed the Reagan Administration to the brink of annihilation. The repercussions to the main players of this and other tantalizing political affairs have been regurgitated ad nauseum. However, the effects on the more general political scene are often ignored. This research explores the federalist elements in the mandala (a graphic art pattern in Southeast Asia) and political charisma to discuss their constructive roles as traditional Indonesian political culture in federalizing Indonesia. Since August 17, 1945 when Sukarno declared the independence of the country in Jakarta, the newly–born Indonesia was also finalized as a centralized presidential republic. However, till today, societal diversities in Indonesian society are continuously increasing, the tendency of federalization, therefore, has never entirely faded away. Through the Belfast Project, researchers sponsored by Boston College began to compile an oral history of the period of violent political conflict in Northern Ireland known as “The Troubles” in a series of interviews. The interviewees’ participation in the project was conditioned on a strict promise of confidentiality. However, when authorities in the United Kingdom became suspicious that the interviews contained evidence of criminal activity, the United Kingdom, pursuant to a Mutual Legal Assistance Treaty, requested the United States to subpoena the materials on its behalf. Satisfaction of the subpoena would mean not only turning over the interview recordings, but …

Foreign terrorist organizations pose a real and constantly evolving threat to U.S. national security. The Foreign Terrorist Organization (FTO) List seeks to temper that threat by extending the U.S. government an effective legal tool to identify and sanction members of terrorist organizations and those who support them. At the same time, however, the government must also ensure that its efforts to protect U.S. citizens do not trample constitutionally protected rights. This comment begins by exploring the FTO List's authorizing legislation and the policy and goals of that legislation. The comment then reviews and analyzes a series of cases discussing the …

The Great Recession of 2008 caused banking failures around the globe. The Basel Committee on Banking Supervision responded swiftly to create new minimum capital requirements for financial institutions in hopes of preventing additional failures and warding off future crises. Although the new capital standards that Basel III proposes are a step in the right direction, those standards alone will not be sufficient to prevent future bank failures in times of economic decline. Rather, true financial sector stability requires adequate capitalization of all institutions in terms of quality and quantity of capital, a strong regulatory framework, and a limitation on the …
