In June 1954, President Jacobo Arbenz Guzman of Guatemala resigned in the face of a coup led by Colonel Carlos Castillo Armas. While the United States publicly denied involvement, the coup was in fact the culmination of a plan called PBSUCCESS (CIA codeword), led by the Central Intelligence Agency (CIA). Although PBSUCCESS lived up to its namesake, it was aided (both intentionally and unintentionally) by various U.S. media outlets. For the duration of Arbenz Guzman's regime, he and his country had been the subject of U.S. suspicions of undue Communist and Soviet influence. The “rise of the rest” has prompted questions about the capacity and willingness of the United States to lead the liberal international order established under its post-war hegemony. Some prophesize that stronger connections amongst emerging powers are the basis for a parallel international order parading different rules, norms and institutions. In contrast, Ikenberry argues that the visionary use of US power has woven capitalist and democratic societies together into a uniquely entrenched “Western” order that is “hard to overturn and easy to join.” Prevailing arrangements will condition the environment within which rising powers make their decisions; nevertheless, by joining the …

This article discusses the effect of US and international support for local laws to combat child trafficking in sub-Saharan African states. The annual ranking of African anti-trafficking measures, produced by the US State Department’s Office to Monitor and Combat Trafficking in Persons (OMCTP) in conjunction with the UN Office on Crime and Drugs, not only provides an important source of data but also creates a powerful incentive for African states to effect legislative change.
