In 1975, the city of New York looked out on the precipice of fiscal collapse. Years of borrowing, a fleeting tax base, deindustrialization, and the thinning of federal investment streams left the city short-changed and vulnerable, reliant on banks with waning interest in funding New York’s robust network of social services. Nelson Aldrich Rockefeller once stood as one of the most prominent figures in the Republican Party, standing as a champion of liberal Republicanism. But from the heights that he achieved with his ascension to the vice presidency, he fell from grace, not being re-nominated for the post alongside President Gerald Ford in 1976. This thesis seeks to explain why this occurred. In explaining this, Rockefeller's previous primary campaigns, vice presidential actions, and ideology are all explored to show the conservative opposition that rallied itself against him. The People's House?: Countermajoritarianism In The House Of Representatives, Andrew Hoffman

This is the first study of countermajoritarianism in the House of Representatives. Although the House is considered a majoritarian institution, intrastate malapportionment remained rampant prior to the 1964 Wesberry decision; the three-fifths clause drove systematic antebellum differences in the number of free people in northern and southern House districts; and widespread voter discrimination in the South led to systematically different levels of turnout. Combined, these factors potentialized roll calls in which the chamber’s majority did not actually represent more free individuals, voters, or electoral supporters than the minority. Using three separate measures, I characterize such outcomes as countermajoritarian. I find …

On May 9, 2008, Russia’s Victory Day, four 14-wheeled MAZ-7917s drove through Red Square carrying Topol intercontinental ballistic missiles. This was the first time nuclear weapons had been paraded through Moscow since before the end of the Cold War. The previous August, Russia had resumed nuclear-capable bomber patrols, and in January, 2007, President Putin acknowledged Russia had begun to build new nuclear weapons. These remarkable events were met with little acknowledgement in the West, as if they were completely normal. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). In the 1917 Mexican Constitution, Article 123 Section Number 14, health became an occupational right in which the employer paid for sickness and injuries, a right advocated in the Mexican Revolution. Despite this, it was not until 1943, with the creation of Instituto Mexicano del Seguro Social (Mexican Social Security Institute), that it became a reality. Since the Civil War, American folk and country music have become deeply political cultural mediums. This thesis posits that the history of the folk-country family can be broken down into three distinct “eras.” During the first era, the post-Civil War South gave rise to a new form of “Dixie,” or “hillbilly” folk music derived from traditional European folk ballads. In the second era, the Dust Bowl migrants of Southern California pioneered the “Okie” sound, which built upon Dixie/hillbilly music. This thesis concerns the social gospel, a liberal Protestant movement that enjoyed its heyday in the late 19^th and early 20^th centuries. The thesis argues that the movement’s two most prominent figures, Washington Gladden and Walter Rauschenbusch, expressed an antipathy toward immigrants and a paternalistic attitude toward foreign nations and cultures. These attitudes then laid the foundation for contemporary anti-immigrant sentiments and US foreign policy. Gladden and Rauschenbusch’s rhetoric contains sentiments which act as a precursor to various elements of American exceptionalism, from missionary activity abroad to liberal attitudes toward the Middle East after 9/11. In this thesis, I track political rhetoric surrounding poverty and welfare from 1950-2005. I first provide thorough context on the history of welfare policy in the United States and the way these issues were framed by politicians leading up to the period my data covers. My analysis centers on 108 political party platforms from the national Republican and Democratic parties and from state parties in North and South Carolina, ranging from 1950 to 2005 (31 of which I located in archives and manually digitized for the first time ever). Eric Voegelin was a German-Austrian political scientist whose work surrounding the field of political science has made him one of the most influential thinkers of the 20^th century. Voegelin saw the rise of Nazi Germany in 1932 and fled Austria during Anschluss in 1938 to escape Nazi persecution, coming to the United States. Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states. David Versus Goliath: The Power Of Weakness In Asymmetric Warfare—Lessons From History, Nicholas K. Petaludis

Under what conditions do violent nonstate actors (VNA) succeed against states? Why does David sometimes beat Goliath? Since at least the time of Thucydides and the Peloponnesian Wars, the realist narrative in international relations measures power primarily in relative, coercive, and deterrent terms. Strong states should accordingly face fewer constraints and enjoy more options while pursuing their national interests. Unconventional warfare, and its subsets of terrorism and insurgency, should—given these circumstances, end in VNA failure. Sometimes, however, VNAs find success. By comparing the literature on historical and current case studies, I propose that a set of preconditions and two mechanisms …
