When voters go to the polls in November 2004, what will they be voting for? Will they be casting votes for the future president of the United States? No, despite popular belief, the president is not elected by popular vote. The votes citizens cast in November will be for state electors. These electors are part of the Electoral College, the institution that determines the next president of the United States. Among legislators, the Electoral College has been one of the most debated topics. Over 700 amendments have been placed before Congress since the Electoral College’s inception in 1787.
