The United Nations chose specific locations to house its main headquarters and major offices. While there are many smaller regional offices of the United Nations, this focuses only on the four main offices and the Hague, which houses the International Court of Justice. The different locations of New York, the Hague, Geneva, Vienna, and Nairobi were chosen over a time period of fifty years with New York, the first permanent location, chosen in 1946, and Nairobi, the most recent addition, finalized in 1996. The locations were not chosen purely because of monetary concerns but because they met specific qualifications set …

For civilization and citizenship: emancipation, empire, and the creation of the black citizen-soldier tradition examines the origins and evolution of black military service and its relation to how black and white Americans understood citizenship from the Civil War Era to the First World War. This dissertation analyzes how different generations of black soldiers pursued full, civic citizenship through their military service and formed their own vision of citizenship rooted in military service and how the War Department sought to deal with the tensions created by a biracial Army. This study examines the lost classical republican virtue of disinterestedness—its early role in the nation’s founding, its eventual subordination to partisanship, and its enduring legacy in the realm of politics. Two seminal documents shaped Americans’ early ideas regarding disinterestedness, namely James Madison’s Federalist, No. 10 and George Washington’s “Farewell Address;” however, these cornerstones of impartial politics built upon a long history of classical republican thought from both ancient Rome and mother England. In American media, Taiwan has been referred to as the potential flashpoint for the next world war. Much quantitative research has been done regarding political views and predictions for Taiwan’s future. Based on previous studies, this essay seeks to build more knowledge on public perceptions of the Taiwan independence conflict among individuals on either side of the Taiwan Strait through interview-based research methods. To do this, I interviewed five individuals born in mainland China and five individuals born in Taiwan to compare how they view issues surrounding the China- Taiwan relationship and Taiwan's political status. George Orwell’s Nineteen Eighty-Four carries a “cultural afterlife” as a result of “interested” criticism, which has a set political/practical barometer or motive. While everyone agrees that the novel presents a frightening dystopia, many also consider it a prophetic piece that illuminates the possible corruption of executive power of a nation thanks to this cultural afterlife; the modern and popular term “Orwellian” resulted from these sorts of analyses and have only escalated in the years since its inception. For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Assessing threats to the air littoral, the airspace between ground forces and high-end fighters and bombers, requires a paradigm change in American military thinking about verticality. This article explores the consequences of domain convergence, specifically for the Army and Air Force’s different concepts of control. It will assist US military and policy practitioners in conceptualizing the air littoral and in thinking more vertically about the air and land domains and the challenges of domain convergence.

Deterring a Chinese invasion of Taiwan without recklessly threatening a great-power war is both possible and necessary through a tailored deterrence package that goes beyond either fighting over Taiwan or abandoning it. This article joins cutting-edge understandings of deterrence with empirical evidence of Chinese strategic thinking and culture to build such a strategy.

Colin S. Gray distinguished himself from other scholars in the field of strategic studies with his belief that grand strategy is indispensable, complex, and inherently agential. This article identifies key themes, continuities, conceptual relationships, and potential discontinuities from his decades of grand strategic thought. Gray’s statement that “all strategy is grand strategy” remains highly relevant today, emphasizing the importance of agential context in military environments—a point often neglected in strategic practice.

"This chapter showcases what life was like for ordinary Italians during the Second World War. Up to the 1980s, a typical textbook on Italian history told a narrative of victimhood and heroism, promoting the idea that most Italians had never wanted to join the war in the first place, and resisted both the Fascists and the Germans. It was Mussolini and his henchmen, according to this narrative, who led unwilling Italians into war. The Italian rank-and-file were anti-Fascist heroes and victims of the leadership’s repressive tactics, whereas the Fascist leaders were villainous perpetrators.[i] Since the 1990s, historians have shown that …

Archaeological resources have been used by political regimes to further their own interests across time and space for many decades since the discipline was established as a profession in the late 19th century. Regime-backed 20th century dictators like Iraq’s President Saddam Hussein, Iran’s Grand Ayatollah Ruhollah Khomeini, and Egypt’s President Hosni Mubarak understood that whoever controls a nation’s archeological resources controls the nation’s memory. By controlling collective memory, a regime can assert control over its people. Archeological resources can be used to validate a regime’s control over physical space as well. The Second Vatican Council (1962–65) instituted reforms in the Catholic Church that included changes in language and music employed in the liturgy, inspiring a proliferation of sung vernacular masses throughout Latin America. Drawing on archival and ethnographic research undertaken in Nicaragua and the United States, this article examines three Central American vernacular masses—Misa típica panameña de San Miguelito (1967), Misa popular nicaragüense (1969), and Misa campesina nicaragüense (1975). Each mass emanated from communities founded as part of the transnational Familia de Dios (Family of God) movement, which established programs of religious education, leadership training, and community building among impoverished …

This dissertation explores the impact of hegemonic masculinity, in the early Cold War era, on the electoral politics of Canada and the United States. It situates itself in the years between 1949 and 1963, arguably the height of nuclear fear, at a time when masculine ideals were adjusting to an uncertain postwar reality. Previous scholarship has established that the Cold War brought with it a retreat into domesticity, followed by an emergent “crisis” of masculinity. This monograph contributes to the historiography by demonstrating that the masculine architypes of the early Cold War are frequently reflected in electoral discourse. It also …

The 1954 Supreme Court case Brown v. Board of Education established that the segregation of public schools based on race violated the Equal Protection Clause of the Fourteenth Amendment. Across the United States, there was a spectrum of reactions to Brown. Responses ranged from optimism and celebration to anger and violence. This paper surveys the varied reception of Brown from politicians, parents, teachers, journalists, and other parties. It acknowledges the grayscale of opinions within and across demographic lines. The pre-ratification text of the Texas Constitution appeared throughout the state in conflicting English-and foreign-language copies. Some commentators argue that it is impossible to know which copy the people ratified, or even that Texas does not have a constitution. These arguments create theoretical problems, because courts interpreting the constitution assume that it consists of fixed and determinable text. And the principle of popular sovereignty precludes denying that the constitution exists. The conflicting copies also create practical problems. Are the legislature’s acts void for failing to include a Spanish-language enacting clause? May the state imprison citizens for debt, since the German …

This paper tracks the Eisenhower Administration’s shifting policy towards Cuba and its use of covert imperialism to obtain its objectives. The policy considerations of the United States centered around a convenience for American interests. The support for the Batista regime, despite its oppression, exacerbated anti-American sentiments in the Cuban Revolution and put it on a collision course with American interests. As engagement failed, Cuba nationalized, and tensions escalated, the Eisenhower Administration initiated a campaign of covert imperialism that sought a government more in line with its interests. By passing the Federal Highway Act of 1956, 34th U.S. President Dwight D. Eisenhower would go down in history as the father of the American Interstate Highway System. It was Ike’s determination to execute his ‘Grand Plan’ for a modernized road network that initiated the monumental effort to produce the roads we as Americans use every day. However, today’s highway network is a far cry from what Ike had in mind when he first envisioned the plan. Congressional dissent and special interests did much to undermine the success of Ike’s ‘Grand Plan,’ forcing him to compromise significantly on the issue. …

In his invitation to participate in this symposium on Russell Nye’s Midwestern Progressive Politics: A Historical Study of Its Origins and Development, 1870-1950, Jon Lauck gave us free rein. He did, however, suggest that we comment on how the book has aged and what Nye missed; how the reform era can be seen in regional terms; and whether Midwestern reform was moderate or radical. To address his first possibility: upon re-reading this classic, my overall reaction was decidedly mixed. In many ways, the book is emphatically a product of 1951. Although there has been a decrease in specific exclusionary rules in governments around the world, most nations are very far from a governing body which represents the diversity that exists within their borders. There are many issues which may dissuade previously marginalized populations from political participation. One of these problems when it comes to female participation, is differential political news coverage. This study looked at how media sources set the political agenda and frame news stories in terms of the gender of a politician, and how this can create an additional challenge for women in government.
