The emergence of germ theory during the nineteenth century transformed Western medicine. By the 1870s, public health officials in the American South used germ theory to promote sanitation efforts to control public health crises, such as yellow fever epidemics. Before the discovery of mosquito transmission of yellow fever, physicians of the late nineteenth century believed the disease was spread by a highly contagious germ. Prominent medical practitioners of New Orleans, such as Confederate Army veteran Dr. Joseph Jones, used available scientific knowledge and investigation to attempt to control yellow fever during the Reconstruction period, a period rife with political and …

Communities across the United States are experiencing a "civic revival" that is reconnecting community members with local decision-making and civic life in their communities. Since the 1980s, academic researchers and local governance reformers have advocated for a shift away from the traditional top-down, expert-driven approach to governance and toward a governance model in which government leaders and staff and community members work as partners to shape the community and make local decisions. This dissertation explores the life of Caspar Weinberger and explains why President Reagan chose him for Secretary of Defense. Weinberger, not a defense technocrat, managed a massive defense buildup of 1.5 trillion dollars over a four year period. A biographical approach to Weinberger illuminates Reagan’s selection, for in many ways Weinberger harkens back to an earlier type of defense manager more akin to Elihu Root than Robert McNamara; more a man of letters than technocrat. And yet Weinberger, the amateur historian, worked with budgets his entire public career. Essentially, Pentagon governance is the formation of a military budget that proscribes …

The breaking of moral and ethical codes has been with humankind since history was first recorded. As such, the public wants to know that their elected officials are held accountable and cannot disregard enshrined legal rights without incurring broader personal and societal consequences. Within the hallowed halls of government, the "unrequested" House Committee on Ethics (HCE) provides the forum of accountability.
In this qualitative, historical case study, HCE documents are analyzed and both the internal and external motivating factors behind the actions of the HCE members are examined. Computer assisted qualitative data analysis software, namely ATLAS.ti, was used to look …

During the nineteenth century, several Western powers began to establish a presence in East Asia through the use of gunboat diplomacy. In 1853, United States Commodore Matthew C. Perry arrived on Japanese shores intent on forcing the ruling Tokugawa Shogunate to end its policy of sakoku (seclusion) and interact with the West through trade. Angered over the policies of the Tokugawa Shogunate, the han (domains) of Chōshū and Satsuma decided to launch the Boshin Civil War by instigating rebellion against the shogun. The Victorian era was marked by the incremental expansion of the British Empire. Such developments were not only of enormous importance for government officials and the contributors of that expansion, but for the broader general public as well, as evidenced by the coverage and discussion of such developments in the Cape to Cairo corridor in the national and provincial presses between 1870 and 1900. This thesis will examine Vladimir Putin's controversial political decisions regarding the Second Chechen War justifying the conflict both inside and outside of Russia. It opens with Putin identifying with the United States after the terrorist activities of September 11, 2001 and how he used the American War on Terror to explain his own decisions regarding the Caucasus. For further understanding the paper looks at the history of Russian-Chechen relations to show how the centuries of hostility and mistrust culminated in two Chechen Wars within a ten year time period (1994-2004). Holding Mardi Gras Hostage: Mayor Ernest N. Morial And The 1979 New Orleans Police Strike, Gordon F. Chadwick

In 1979, New Orleans’ Mardi Gras celebration was disrupted by a police strike. The strike exposed the new political positioning that had resulted from national pressures such as the realization of black political power and the brief surge in public worker unions. New Orleans’ weakening white social elite was forced to assert its remaining power through Mardi Gras, while finding an unexpected ally in Mayor Ernest N. Morial, the first black mayor of New Orleans. This temporary alliance exemplifies an experience that was different than that of other American cities. On February 10, 1869, Tennessee Governor William G. “Parson” Brownlow tendered his resignation as he prepared to take his seat in the United States Senate, to which his Radical allies in the General Assembly had elected him in the aftermath of the 1867 state election. On resigning, Brownlow expressed full confidence in DeWitt C. Senter, the man who would succeed him. Stunningly, six months later Brownlow’s Radical party verged on collapse after its Conservative rivals captured control of the General Assembly in the August 1869 state election. This dissertation offers a history of Indian removal as a political issue from the War of 1812 to the signing of the Indian Removal Act in 1830. Its central argument is that federal removal policy emerged and evolved due to a precise and largely unforeseen sequence of events. Drawing on Indian treaties, journals of negotiations, minutes of cabinet meetings, Congressional debates, personal memoirs, and a variety of other sources, the dissertation charts and elucidates the evolution of United States Indian policy from a diplomatic to a domestic concern. This study examines how events in one part of the British Empire had unintended consequences in another part of the empire through the examination of a much neglected piece of eighteenth century British legislation, the Quebec Act and the relationship within Greater Britain between the metropole and the American colonies. This examination of the Quebec Act involves, in part, analyzing the evolving national identities within Greater Britain in the framework of the principles of the Glorious Revolution and anti-Catholicism. This thesis examines the relationship between the United States and Great Britain during the era of slave trade suppression in the nineteenth century. Two ideals of international relations came into conflict when Great Britain’s humanitarian drive to rid the world of the international slave trade ran headlong into the United States’ claims to sovereignty under the Law of Nations. Under international maritime law a ship is the sovereign territory of the nation under whose flag it sails; the forcible boarding of a ship is tantamount to an invasion of the country itself. In the middle decade of the thirteenth century, the Benedictine monk and historian Matthew Paris drew four regional maps of Britain. The monk's works stand as the earliest extant maps of the island and mark a distinct shift from the cartographic traditions of medieval Europe. Historians have long considered the version attached to the monk's Abbreviatio Chronicorum – the Claudius map – as the last and most thorough of Paris's images of Britain. “Kemalism: A Revolutionary Ideology and its Islamist Opposition” seeks to define the Kemalist reform period as a revolutionary movement. During the 1920s and 1930s, Mustafa Kemal Atatürk and his authoritarian government undertook a series of sweeping social and political reforms. This paper seeks to establish these reforms and the underlying Kemalist ideology as a revolutionary ideology. Using a functionalist perspective, the essay illustrates the various crises that faced the Ottoman Empire in the eighteenth and nineteenth centuries. A number of reform efforts failed to effectively address the entirety of Ottoman societal ills.

The charismatic authority of Hugo Chávez often led analysts to affirm that the Bolivarian Revolution was dependent on his leadership. This study attempts to assess the degree of that dependence by examining whether the Bolivarian Revolution has institutionalized or not. Three variables were examined: the discourse of President Chávez, the political unity of PSUV deputies in the National Assembly, and the bypass of the electoral framework by Chávez. Two hypotheses were then formulated. The first one stipulated that the aspects of movementism found in the Bolivarian Revolution were relevant enough to disqualify it as an institutionalized system. This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. This thesis seeks to dispel the notion that Nazi ideology was merely an afterthought to numerous actions taken by the Nazis. The first chapter discusses how Nazism’s earliest adherents internalized notions from World War I into an ideology that would motivate the early Nazi Movement to launch the Beer Hall Putsch. The second chapter focuses on the Nazi Party’s electoral tactics and how those actions correlated with entrenched Nazi ideological notions of recognition and community. This project looks at the Fifth Monarchy Men, a radical religious and political group in early modern England. Two quotes from the historian Bernard Capp formed the foundation for this project. The quotes both stated that the Fifth Monarchy Men’s millenarian ideology changed based on the hopes and fears of the common people. Two components made up my analysis of the topic. This study argues that Associate Supreme Court Justice Louis D. Brandeis played a key role in shaping the jurisprudence of free political speech in the United States. Brandeis's judicial opinions on three freedom of speech cases in the post-World War I era provide the evidence for this argument. This thesis demonstrates how the Espionage and Sedition Acts of World War I allowed Brandeis the opportunity to reflect and rule on the Founding Fathers' meaning of free speech in a political democracy. This thesis examines how neoliberal policies implemented during Augusto Pinochet’s sixteen-year military regime in Chile have affected post-dictatorship democratization. It argues that democracy has been incomplete in Chile since the fall of Pinochet’s regime, due mainly to the three neoliberal policies of deregulation, decentralization, and decreased government funding. Through the detailed analysis of Chile’s health care and education systems, this thesis demonstrates how these neoliberal policies drastically changed social welfare practices in Chile during the 1980s, leading to extreme social inequality that has only continued to increase in the last thirty years. This project offers a fundamental rethinking of the origins of the imperial presidency, taking an interdisciplinary approach as perceived through the interactions of the executive, legislative, and judiciary branches of government during the 1930s, 1940s, and 1950s. In light of the end of the Cold War and twenty-first century recurrence of the imperial presidency after the September 11, 2001 attacks, the original thesis proposed by historian Arthur M. Schlesinger Jr. in The Imperial Presidency and other works based on the periodization of the Cold War is in need of updating.

In Ancient Rome, the transition from Republic to Empire was a volatile time. Augustus used his skills as a propagandist to consolidate his military position and craft specific images after the death of Julius Caesar. Augustus needed to appeal to Roman ideals in leadership, and recover the morality and traditional family values which had become lost in the Late Republic. In conjunction with this, he attempted to bolster religion and create a lasting legacy in a dynastic and architecturally structural sense.

In 1953 the British and United States overthrew the democratically elected Iranian Prime Minister Mohammad Mossadegh in what was the first covert coup d’état of the Cold War. Headlines and stories perfectly echoed the CIA and administration’s cover story – a successful people’s revolution against a prime minister dangerously sympathetic to communism. This storyline is drastically dissimilar to the realities of the clandestine operation. Without northern doughface Democrats, and northern states like Indiana, the South could not have held dominance in American politics during the sectional crisis. Anchoring the extreme end of the doughface North was Indiana’s slaveholding senator Jesse Bright (his holdings were in Kentucky). Yet, he was no flailing radical pushed to the margins of northern politics. Bright was the chief party boss who by the mid to late 1850s controlled the state of Indiana. This thesis seeks to examine the factors that resulted in the fall of the Second Polish Republic and track its downward trajectory. Examining the Second Republic, from its creation in 1918 to its loss of recognition in 1945, reveals that its demise began long before German tanks violated Poland’s frontiers on 1 September, 1939. Commencing with the competing ideas of what a Polish state would be and continuing through the political and foreign policy developments of the inter-war years, a pattern begins to emerge -that of the Poles’ search for their place in modern Europe. The title of this work is “Indivisible and Inseparable” the motto of the Austro-Hungarian Empire. This motto is just one of many ways in the Austro-Hungarian Empire fought against the centrifugal forces seeking to destroy it. I argue here that the historic theory of decline and fall is misguided as a model for understanding the collapse of the Austro-Hungarian Empire, and question its usefulness when applied to other nation states and empires as well.
