As the European Union deals with yet another crisis— the COVID-19 pandemic—it must adopt a grand strategy based on unity, policy, and proportionality: cohesion over inaction, policy over process, and regional imperatives over global ambitions. An analysis of past strategy documents and a study of current international trends stress the need for a Union capable of shaping its own environment rather than reacting to it. The pandemic should accelerate Europe’s journey toward power maturity and responsibility.

A War To Save Civilization: African American Soldiers In Britain During The Second World War, Joseph Dickinson

During the Second World War, thousands of African American servicemen and women were sent to the British Isles as part of the war effort. Their arrival sparked a debate over American racial beliefs and how they would affect society in Britain, with many white Americans quickly finding that the locals were largely disapproving of the systems of segregation and discrimination common in the United States. Conflicts concerning race often escalated into violence between white soldiers, black soldiers, and the British civilians, forcing the American military to reevaluate their stance on discrimination and segregation in the armed forces.

This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

From 1946 to 1958, the United States conducted top secret nuclear weapons testing in the Marshall Islands that affects its people and its ecology to this day. The United States has done an injustice to the people of the Marshall Islands by forcing them off their native lands in order to procure testing sites, by knowingly exposing the people to radiation from these tests, by withholding information from the people who are most affected by the testing, and by not restoring the people to their health and to their lands. This article recounts the experience of a professional historian in being given the keys to the kingdom: access to the classified vaults of Britain’s Joint Intelligence Committee. This article includes some of the problems in having access, but complying with the sensitivities around official accounts, difficulties in writing a global history, or trying to make the work of a committee interesting and accessible, and of trying to determine the impact of intelligence on policy.

After Russia withdrew from WWI, the Allied nations worried about Germany relocating its eastern front forces to the western front. Britain and France both urged the United States to militarily intervene in Russia to reopen the eastern front. Although President Wilson initially ignored this proposition of the Allied nations, he reconsidered in 1918 and ordered troops to Russia. Many scholars have examined the US intervention in Russia and debated why Wilson decided to use American troops in Russia. The atomic bomb is one of the most destructive devices man has created for warfare. Able to wipe out entire city blocks and dissolve a person’s body leaving only a shadow behind. For those of us old enough to recall the anti-war testimony of Vietnam vets during the early 1970s, reading the chilling report by Hedges and Al-Arian on the attitudes of Iraq war vets is shocking, and yet not surprising. It is shocking because of the eyewitness confirmation of cruelty and lethal brutality on a regular basis in the interactions between the coalition army of occupation and Iraqi civilian society. Of the discussions that took place at the highest policy levels during the administration of Dwight D. Eisenhower, those concerning the possibility of a diplomatic solution to the arms race with the Soviet Union were among the most urgent and, perhaps, the most consequential in their failure. In the United States, members of the Eisenhower cabinet and other agencies and departments analyzed and addressed the consequences of various diplomatic proposals. Throughout that assessment phase, the National Security Council, the Joint Chiefs of Staff, and the Atomic Energy Commission joined in steadfast opposition to arms limitations.
