Estimating The Xi Effect: How Chinese Aid Affects Economic And Political Institutions, Mackenzie Owens

Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states. Located in the Nepeña Valley of north-central Peru, Cerro San Isidro was first documented in the 1930s when the valley was initially surveyed. While numerous sites along the valley, particularly those located in the lower valley, have been extensively researched since this initial survey, members of the Proyecto de Investigación Arqueológica Cerro San Isidro (PIACSI) conducted the first formal excavations in 2019. This work explores a reality that is little talked about: how the most prestigious pre-Columbian art exhibits in the United States hide a murky origin. Pedro Sarmiento de Gamboa wrote his polemic and undoubtedly political History of the Incas at the request of Francisco de Toledo (Viceroy of Peru, 1569-1581). Toledo wanted to deliver to the Spanish King a version of Incan history which could subsequently be used as an ideological tool in the search of legal and moral arguments to defend the Andean colonization by the Spanish monarchy. Ten painted Cajamarca-style ceramic spoons form the foundation for an investigation of the way that these seemingly utilitarian objects were bestowed with economic and symbolic value both within and outside of the borders of the Cajamarca region, located in the north highlands of present-day Peru. Since the ceramic spoons have been recovered from sites associated with large and powerful societies and states, such as the Moche of the north coast and the Wari of the central highlands, an analysis of the form, style and imagery present on these spoons reveals how these objects transcended cultural boundaries. This thesis examines the ways in which Potosí's two most influential colonial artists represented the urban dynamics of race, class and labor in their depictions of the Andean 'City of Silver' during the eighteenth century, when silver production, profits and population were dramatically declining.

Over the past century, the Japanese community in Peru has grown to be the second largest in South America. Their arrival and subsequent success in small businesses posed a threat to the Peruvian attempt to “whiten” their population. Because of this, racial conflicts arose between the Japanese and Peruvians, leading to the widespread “Yellow Peril” epidemic. Anti-Japanese sentiments caused immigration reduction laws and in the years leading up to WWII, tensions grew. During this time, the Japanese community remained ethnically close, maintaining transnational ties with Japan. The Shining Path along with Alberto Fujimori's presidency in Peru (encompassing the years 1980-2000) created a terrifying chaos that was wound up in both state and insurgent terrorism, corruption, and massacres. While this chaos is inextricably linked to Peru's history, I fear is being all too quickly forgotten.
