In August 2008, just days after belligerent parties had reached a ceasefire agreement, the Office of the Prosecutor (OTP) announced the opening of a preliminary examination into the situation of Georgia. Yet, it was only in March 2022 that International Criminal Court (ICC) Chief Prosecutor Karim Khan applied for arrest warrants in relation to three individuals from Georgia’s breakaway region of South Ossetia. That said, how can such prolonged inaction be accounted for? How much blame does the OTP carry for it? And how did ICC-state relations develop over time? This article examines how the Chinese government and its propaganda departments use genocide-related discourses to fulfil different political purposes at home and abroad. By criticizing Western colonialist regimes’ assimilation policies, especially Canada’s Indigenous residential schools, the Chinese diplomats apply the rhetoric of whataboutism to dodge the international community’s questions about China’s systematic persecution of Uyghur Muslims. Domestically, China’s state media intensively cover Canada’s residential school system and the colonial genocide against Indigenous people, trying to distract the audience from the state atrocities in Xinjiang and mislead the public to distrust Canada and other countries’ motives for accusing China of committing …

Despite their striking similarities, which include population demographics, size, and a legacy of inter-group conflict, the collapse of democratization in Rwanda and Burundi in the early 1990s led to genocide in Rwanda and a different type of violence in Burundi. This study suggests that to better comprehend why risk factors lead to genocide in some cases and not others, focus must be placed on how these factors are perceived by those in power of the state experiencing them. This paper examines how queerness interacts with and is implicated in traditional genocides, i.e. those directed at racial, religious, national, and ethnic groups - the groups defined as protected classes in the Genocide Convention. It poses the following question: How can scholars of Genocide Studies learn from the queer theory-Genocide Studies nexus? To answer, this paper demonstrate how three distinct queer theory concepts can be woven with Genocide Studies to reveal novel insights into some of the field’s preeminent questions. Peru’s national health program Programa de Salud Reproductiva y Planificación Familiar (PSRPF) aimed to uphold women’s reproductive rights and address the scarcity in maternity related services. Despite these objectives, during PSRPF’s implementation the respect for women’s rights were undermined with the forced sterilization of women predominantly of indigenous, poor, and rural backgrounds. This study considers the forced sterilization of indigenous women as a genocide. Making the case for genocide has not been done previously with this particular case. This article explores the political uses of the anti-genocide norm by black freedom activists in the United States between 1951, when the Civil Rights Congress petitioned the United Nations with evidence of genocide against black Americans, and 1967, when the topic of genocide returned to mainstream public debate with the beginning of William Proxmire’s campaign for US ratification of the Convention. In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.

This paper focuses on understanding and explaining the change of Turkish foreign policy,particularly in the last decade. Many observers have expressed a suspicion that Turkey is abandoning its Western-centric alignment and gradually shifting its axis. The thesis argues that rather than a shift, Turkey is taking an independent position. It maintains that the end of the Cold War and the change in the international structure from bipolarity to unipolarity has provided incentives for countries with some degree of material capabilities to pursue independence from the U.S. policy preferences. This study analyses structural effects on the behavior of Turkey.

The following comparative case study of Iraqi Kurdistan and Democratic Federation of Northern Syria-Rojava seeks to fill a gap in literature on the viability of democracy in cases of de facto statehood. There is yet to be an assessment of the potential influence of support from patron states on the degree to which democratization in de facto states is possible. Genocide Studies and Prevention: An International Journal

The media plays an important role in communicating mass atrocities to audiences across the globe. This article critically examines how journalists’ framing of mass atrocities may contribute to public discourse on the responsibility to protect principle, in particular the perceived obligation to intervene in cases of mass atrocities. It will draw from a broader conceptual framework on bystander responses to mass atrocities and utilise evidence from the analysis of newspaper accounts of the Rwandan and Bosnian genocides. It will argue that, in some cases, media narratives may actually erode political will and encourage passivity in response to mass atrocities.
