Using Rodman’s (2006) International Education Analytical Inquiry Matrix as a theoretical framework, the purpose of this study is to examine the current state of access to basic primary education for Syrian Refugee Children Living in the Za’atari camp. Within the scope of this study, access is examined in three parts, including:

(1) Who is accessing education within Za’atari and who is not?

(2) How are certain groups accessing education?

(3) What is the learning environment of Za’atari?

For nearly thirty years, the Students’ Educational and Cultural Movement of Ladakh (SECMOL) has addressed the shortcomings of the education system in Ladakh (la dwags), a mountainous region under the rain-shadow of the Himalayan Range in Jammu and Kashmir State of Northern India, through education reform in government schools and the creation of alternative education programs. What barriers remain in the progress towards achieving Universal Primary Education (UPE), and how does the UPE agenda affect out-of-school children? Through a mixture of historical, quantitative and qualitative methods of analysis, this study examines these questions using the developing context of Sierra Leone as a case study.

Findings from over 100 interviews show that first of all, the most salient barrier that prevents children from participating in primary school is the fact that school is not free de facto in spite of the national abolishment of primary school fees in 2004.
