A scanned version of the transcript of a speech given by then University of Maine Chancellor Donald R. McNeil at the National Center for Higher Education Management Systems National Assembly in Denver, Colorado, September, 1972. McNeil was chairman of an Information Exchange Procedures Steering Committee for the Information Exchange Procedures Task Force.

The introduction printed within the transcript noted, "As the chief executive officer of the University of Maine, Dr. Donald R.
