Despite bearing similar names and sharing certainaims, the implementation of the CulturalCity/Capital initiative in Europe and in the sub-regions of Southeast andNortheast Asia has been substantially dissimilar. In Europe, the annual EuropeanCity of Culture (ECOC) status commonly constitutes an opportunity toshowcase the best of the arts and culture of the host city, and counts on thesupport of sizable public funding. In Southeast Asia, the initiative scarcelyreceives any public or regional funds and the understanding of what thedesignation means varies widely from country to country. Uncertain Skies: Forecasting Typhoons In Hong Kong Ca. 1874-1906, Fiona Williamson

This paper explores the conceptualisation of «uncertainty» in late nineteenth- century meteorological thought. By investigating the story of meteorological forecasting in nineteenth and early twentieth century Hong Kong, it considers the changing ways in which forecasting was judged historically. In the early nineteenth century forecasting the weather was considered impossible. By the end of the century, it was confidently expected that the much improved understanding of weather patterns would lead to the ability to better predict them. During the intervening period «uncertainty» competed with «certainty» and «prediction» was mistaken for «predictability». The shift in perception was driven by various factors, …

At first glance, historians may not look like the best candidates for facilitating a resolution of the history problem. This is because historians have traditionally used the nation as a primary unit of analysis, helping to naturalize it as a primordial entity. They have also created professional associations and delimited their membership along national borders, consistent with the nationalist logic of self-determination; for example, when Japanese historians write about the history of Japan, they often talk among themselves without consulting with foreign historians who study Japan. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

Since 1975 the Hmong have settled in the West as a diasporic group. Their involvement in the Vietnam and Secret Wars with the United States in Southeast Asia had forced the group to flee their homes in the mountain tops of Laos. This political migration has since forced Hmong leaders to reframe Hmong national identity in the diaspora, specifically in the United States. With this, certain aspects and perspective from Hmong women on the Secret War were marginalized. Juche ideology, created by founder Kim Il-Sung, governs all aspects of North Korean society. This thesis attempts to answer the questions of why and how Juche ideology and the cult of personality surrounding Kim Il-Sung were successfully implemented in North Korea. It is a historical analysis of the formation of the North Korean state that considers developments from the late 19th century to the late 20th century, with particular attention paid to the 1950s-1970s and to Kim’s own writings and speeches. The thesis argues that Juche was successfully implemented and institutionalized in North Korea due to several factors, including the …

The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Those studying and analyzing Western Pacific strategic trends and develop- ments have access to multiple unclassified analyses of security trends in this region covering these waters and adjacent countries. These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. Remembering 1965: Indonesian Cinema And The 'Battle For History', Espena Darlene Machell

Using four films to probe the transformations in Indonesia’s historical memory, this paper examines how the Indonesian society remembers, interrogates, and comes to terms with one of their nation’s most traumatic episodes: the widespread communist purge that followed the failed coup on 30 September 1965. It also demonstrates how they reflect various perspectives on the 1965 killings that are—to an extent—part of the “Battle of History” (van Klinken 2001) in postSuharto Indonesia, wherein different historiographic traditions introduce new actors, reveal the nuances, and challenge longstanding dominant understandings of 1965.
