The first meeting of the International Research Network, Africa (IRN-Africa) was held in Saly, Senegal, February 8-10, 2007. The meeting was attended by twenty six scholars, artists, and human rights activists from ten countries including Cameroon, Canada, Ivory Coast, Jamaica, Kenya, Namibia, Nigeria, Senegal, South Africa, and the United States.

I'm not the kind of person who procrastinates — I'd rather do something right away than worry and further feed the procrastination. But I have been putting off writing this inaugural column as the new executive director of CLAGS. The challenge, I think, has been where to begin: taking on a position that has been so magnificently filled by Paisley Currah, Alisa Solomon, Jill Dolan, and Martin Duberman is already such a challenge that contemplating actually writing about it seems even more insuperable.

"Unzipping the Monster Dick." I thought nothing of this title when planning the fall 2003 CLAGS and a speaker, Santiago Solis, suggested it. It seemed to me, a denizen of the world of queer studies, unremarkable, even normal as I jotted it down. Solis, who was finishing his PhD in Learning Dis/abilities at Teachers College, Columbia University at the time, had the requisite explanatory subtitle: "Deconstructing Ableist Penile Representations in two Ethnic Homoerotic Magazines."

In this article, I examine the values and meanings that adhere to objects made by Maithil women at a development project in Janakpur, Nepal – objects collectors have called ‘Janakpur Art’. I seek to explain how and why changes in pictorial content in Janakpur Art – shifts that took place over a period of five or six years in the 1990s – occurred, and what such a change might indicate about the link between Maithil women’s lives, development, and tourism. Voting Rights Act (VRA) is one of the most important—if not the most important—public policies developed over the last half century to increase access to the U.S. political system for people of color. The VRA also provides an important context for understanding the ascension of nonwhite groups into the elected leadership of the nation (Browning, Marshall, and Tabb 1984; Davidson and Grofman 1994; Menifield 2001; Mc-Clain and Stewart 2002; Segura and Bowler 2005; Bositis 2006). As part of its larger Diversity Initiative, the McCormack Graduate School of Policy Studies at UMass Boston has undertaken a number of projects. The first was a public opinion survey conducted around the time of the November 2006 elections. The report, Transformation and Taking Stock: A Summary of Selected Findings from the McCormack Graduate School Diversity Survey, included a comprehensive look at race relations in the Commonwealth at a time of significant transition—demographically and politically. The Pipeline to Public Service Initiative asked the McCormack Graduate School’s Center for Women in Politics & Public Policy at the University of Massachusetts Boston to ascertain the racial diversity in state and local government. The project had the following three goals:

--To identify the race (and gender) of those holding top-level positions filled through gubernatorial appointments, e.g., secretaries, commissioners, directors, deputy commissioners/directors, and undersecretaries, in the Commonwealth’s executive offices and major departments.

According to the DSM IV, a person with GID is a male or female that feels a strong identification with the opposite sex and experiences considerable stress because of their actual sex (Task Force on DSM-IV and American Psychiatric Association, 2000). The way GID is characterized by health professionals, patients, and lay people belies certain assumptions about gender that are strongly held, yet nevertheless questionable. The phenomena of transsexuality and sex-reassignment surgery puts into stark relief the following question: “What does it mean to be male or female?” But while the answer to that question may be informed by contemplation …

On The Limits Of Sexual Health Literacy: Insights From Ugandan Schoolgirls, Shelley Jones, Bonny Norton

This article makes the case that current conceptions of sexual health literacy have limited relevance to the Ugandan context because they assume that knowledge of unsafe sexual practices will lead to changes in behavior and lifestyle. Drawing on a longitudinal case study with 15 Ugandan schoolgirls in rural Uganda from August 2004 to September 2006, this study argues that despite being well-informed about the risks and responsibilities of sexual activity, poverty and sexual abuse severely constrained options for these young women. Although many believed in the value of abstaining from sexual activity until marriage, they engaged in transactional sex to …

Examines the writings of two female, Jamaican authors, Louise Bennett and Michelle Cliff. Bennett flourished during the period of de-colonization and independence for Jamaica, while Cliff came into prominence after Jamaican independence. Shows how both writers played an important role in helping Jamaica establish a national identity by focusing on multiple dimensions of what it means to be Jamaican, including issues of language, gender, and identity.

Perceiving Subtle Sexism: Mapping The Social-Psychological Forces And Legal Narratives That Obscure Gender Bias, Deborah L. Brake

This essay seeks to explain the Davis v. Monroe County Board of Education case as an interpretation of discrimination that notably and correctly focuses on how institutions cause sex-based harm, rather than on whether officials within chosen institutions act with a discriminatory intent. In the process, I discuss what appears to be the implicit theory of discrimination underlying the Davis decision: that schools cause the discrimination by exacerbating the harm that results from sexual harassment by students. I then explore the significance of the deliberate indifference requirement in this context, concluding that the standard, for all its flaws, is distinct …
