Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location. Concern over the academic talent development of Division I student–athletes has led to increased research to explain variations in their academic performance. Although a substantial amount of attention has been given to the relationship between student–athletes and their levels of academic success, there remain critical theoretical and analytical gaps. The purpose of this article is to develop a conceptual model to understand and explain the cumulative processes and characteristics—as a whole and in stages—that influence academic success for Division I student–athletes. Every day we, as human beings, maneuver through a myriad of circumstances in our individual and collective life spaces. Central to our experiences is the nature, kind, and quality of our relationships. The Millennium Development Goals (MDGs) signed at the United Nations (UN) Millennium Summit in 2000 were formulated to end poverty and greatly reduce social, economic and political inequities in the global arena by 2015. Among the eight goals highlighted in this report, gender equity holds an important position and serves as the focus of the third goal to promote gender equality and to empower women. Other highlighted areas include education, health, HIV/AIDS, environmental sustainability and global partnerships (UNDP, 2010). Indeed, all these themes relate to gender equity and emphasize the importance of women to the development process as a whole.
