The role of a mayor is integral within local governance. Their leadership and influence directly effectuates outcomes for the cities over which they preside. For big city mayors, their impact extends beyond local government and into the national policy arena. The way an individual demonstrates the role of mayor can be influenced by his/her perception of their own identity. However, within the realm of academic research dedicated to mayoral leadership and African Americans in politics, Black female mayors have largely been ignored. This study gave voice to the issues, needs, and concerns of economically disadvantaged single mothers and determined the motivational and institutional factors that helped lead them to their successful completion of a community college degree or certificate program while at the same time coping with the challenges of financially surviving on meager public welfare assistance, raising their children, and meeting welfare-mandated work activity requirements. While American society has a long tradition of regarding higher education as a means of achieving long-term financial security and self-sufficiency, current welfare policy unfortunately adds additional obstacles for welfare recipients who may be motivated to …

The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

Policing in South Africa has a long, twisted history that is still evident in some current police practices and especially in the public’s perceptions of the police. In addition to historical factors such as colonial rule and apartheid, people’s perceptions of the police are also affected by their race, class, gender, and geographic location. Although these factors’ can be considered to have an individual effect on perceptions, it is through a complex understanding of how they relate to one another that a true understanding of a person’s perception can be reached. The Center for Women in Politics and Public Policy (CWPPP) at UMass Boston’s McCormack Graduate School of Policy Studies has been tracking the election of women at the municipal level in Massachusetts since 1996. In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

Many public debates about climate change now focus on the economic "costs" of taking action. When called on to advise about these, many leading mainstream economists downplay the need for care and caution on climate issues, forecasting a future with infinitely continued economic growth. This essay highlights the roles of binary metaphors and cultural archetypes in creating the highly gendered, sexist, and age-ist attitudes that underlie this dominant advice. Gung-ho economic growth advocates aspire to the role of The Hero, rejecting the conservatism of The Old Wife. But in a world that is not actually as safe and predictable as …

Is the simple task of going to the restroom uncomfortable, dangerous or inaccessible for you? If not, what if it was? This is something that many people struggle with on a daily basis. Most public restrooms are gender specific – men or women. There is no other option for people who feel uncomfortable with both options. Some populations that struggle with this are disabled people, families, and transgender people. As a member of the LGBTQ community and aide for special needs children, I want to make a difference for transgender and disabled students.

Low-Income Women Speak Out About Housing, Joan Rollins, Renee Saris, Ingrid Johnston-Robledo

This review of the social science literature examines correlates of homelessness. The review is supplemented by the voices of 12 low-income women who are temporarily housed or living in public housing. Homelessness for women is associated with teen pregnancy and parenting, domestic violence, working at minimum-wage jobs, and waiting lists of several years for subsidized housing. We conclude with a summary of women_s experiences accessing government housing programs. Public policy recommendations regarding housing programs are made. Government housing programs are briefly described in an Appendix to the article.

This project is a partnership with the Women’s Pipeline for Change which aims to build a sustainable infrastructure to support women of color as they enter public life. Five community leaders from all regions of the Commonwealth are CWPPP Research Fellows conducting research rooted in their experiences. Findings from their individual projects and the broader innovative fellowship project serve as the foundation for web-based resources designed to provide inspiration, insights, and guidance to women of color in Massachusetts and beyond.

Section 377 of the Indian Penal Code was created in 1860 and outlawed “carnal intercourse against the order of nature.” In the following years, even after independence, India used Section 377 to prosecute child sexual abusers. While the law was rarely used to prosecute adult same-sex intercourse, it created widespread homophobia and harassment for LGBT Indians. Finally, in 2001 the Naz Foundation filed a petition against Section 377. On July 2, 2009 the Delhi High Court struck down Section 377 in its application to adult consensual same-sex intercourse. The decision sparked celebration within the LGBT community, a massive media response, …

Domestic violence lawmaking intersects global human rights norms and domestic women's movements. Domestic violence is both a global and local phenomenon. The World Bank argues that domestic violence accounts for one in five lost years in women aged 15-44. The costs range from direct expenses such as medical care and social services to productivity and labor market costs to the psychological toll imposed by the intergenerational transmission of violence. The international women's movement and the international human rights conventions have confirmed that violence in the home is neither a private issue nor a cultural practice. Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. Literature on LGBT politics and rights has been limited. at best. Little information exists as to how coalitions form and build on successes and failures. Seeking to expand the body of research. this study examined the interest group coalitions active on either side of the highly divisive issue of same-sex marriage. Through a comparative case study, the research showed that at the subnational level many issues affect coalition success, including political culture, divisiveness, and in what arena policy change is occurring. Rowling’s Harry Potter series are used to illuminate parallels in contemporary world politics and to apprehend in detail some of the key problems that revolve around the three core themes of the course (identity, violence, and social control).
